Summary
City Council on July 4, 5, 6 and 7, 2017, referred Motion MM31.4 to the Planning and Growth Management Committee.
In last few years Toronto City Council has reviewed provisions pertaining to group homes and residential care homes including separation distances. An appeal to the Human Rights Tribunal of Ontario determined that separation distances were a violation of the Human Rights Code.
Being sensitive to the ruling, communities are requesting if the matter could be revisited as a practice of establishing group homes adjacent to each other has surfaced. This exercise could impact on the ability for group homes to integrate into the exiting neighbourhood for the purposes of recuperation.
Communities would also benefit from a community information meeting held by the local Member of Provincial Parliament and service organization who have purchased the residential home for the purposes of opening a group home as part of the licensing process. This would provide neighbours with the correct information regarding the new establishment in their neighbourhood.
