EX24.29 - Opposing the State of New York's Proposed "Buy American" Legislation

City Council Decision

City Council on April 26, 27 and 28, 2017, adopted the following:

 

1.   In the event that the Buy American legislation is withdrawn or defeated, City Council request the Mayor to write to the Governor of New York expressing on behalf of the City of Toronto, the City's desire to remain a strong trading partner and good neighbour to the State of New York.

 

2.  In the event that Buy American legislation is passed in the United States, City Council direct the City Manager to investigate options to support the City's manufacturing industry, in consultation with relevant stakeholders and Business Improvement Areas, including the provision of property tax relief.

Summary

Recently State of New York State Governor Andrew Cuomo announced a proposal that would mandate the preferential purchase of American-made products by state "entities."  Under this plan, all State of New York "entities" will be required to give preference to American-made goods and products in any new procurements more than $100,000.

 

This policy could have a deeply negative impact on the economies of Toronto and Ontario due to their large volume of trade and deep integration with the state of New York.
