ED23.7 - Study of Film and Screen Industry Studios in the Port Lands and South of Eastern Employment District

City Council Decision

City Council on October 2, 3 and 4, 2017, adopted the following:

 

1.  City Council forward a copy of the "Study of Film and Screen Industry Studios in the Port Lands and South of Eastern Employment District" to the Toronto Port Lands Company and the Toronto Realty Agency.

 

2. City Council adopt the confidential instructions to staff in Confidential Attachment 1 to the supplementary report (October 3, 2017) from the Deputy City Manager, Cluster A, the Deputy City Manager, Cluster B and the Deputy City Manager and Chief Financial Officer.

 

3. City Council direct the Toronto Port Lands Company to report back to City Council, together with the Deputy City Manager and Chief Financial Officer, for approval of the transaction terms, following completion of the negotiations.

 

4. City Council authorize a loan to the Toronto Port Lands Company for the acquisition of the lands described in the Confidential Attachments to the supplementary report  (October 3, 2017) from the Deputy City Manager, Cluster A, the Deputy City Manager, Cluster B and the Deputy City Manager and Chief Financial Officer, such loan to supplement the Toronto Port Lands Company's equity contribution; the said loan is to be repaid with all net income from said lands, and other Toronto Port Lands Company revenues if required, on terms and conditions satisfactory to the Deputy City Manager and Chief Financial Officer, and in a form satisfactory to the City Solicitor.

 

5. City Council authorize the public release of Confidential Attachments 1 and 2 to the supplementary report (October 3, 2017) from the Deputy City Manager, Cluster A, the Deputy City Manager, Cluster B and the Deputy City Manager and Chief Financial Officer following the closing of any purchase transaction.

 

Confidential Attachments 1 and 2 to the supplementary report (October 3, 2017) from the Deputy City Manager, Cluster A, the Deputy City Manager, Cluster B and the Deputy City Manager and Chief Financial Officer remain confidential in their entirety at this time in accordance with the provisions of the City of Toronto Act, 2006, as they pertain to a proposed or pending land acquisition by the City or one of its agencies or corporations.  Confidential Attachments 1 and 2 to the supplementary report (October 3, 2017) from the Deputy City Manager, Cluster A, the Deputy City Manager, Cluster B and the Deputy City Manager and Chief Financial Officer will be made public following the closing of any purchase transaction.

Report of Committee of the Whole

October 4, 2017 at 3:19 p.m. - Speaker Nunziata advised that City Council had completed its closed session consideration of Item ED23.7 headed "Study of Film and Screen Industry Studios in the Port Lands and South of Eastern Employment District". No motions were placed in the closed session. City Council would now proceed with the public debate on the Item.


1 - Motion to Amend Item (Additional) moved by Councillor Michael Thompson (Carried)

That City Council adopt the following recommendations contained in the supplementary report (October 3, 2017) from the Deputy City Manager, Cluster A, the Deputy City Manager, Cluster B and the Deputy City Manager and Chief Financial Officer [ED23.7a]:

 

1. City Council adopt the confidential instructions to staff in Confidential Attachment 1.

 

2. City Council direct the Toronto Port Lands Company (TPLC) to report back, together with the Deputy City Manager & Chief Financial Officer, to Council for approval of the transaction terms, following completion of the negotiations.

 

3. City Council authorize a loan to TPLC for the acquisition of the lands described in the confidential attachments to this report, such loan to supplement TPLC's equity contribution. The Economic Development Committee recommends that:

 

1.  City Council forward a copy of the "Study of Film and Screen Industry Studios in the Port Lands and South of Eastern Employment District" to the Toronto Port Lands Company and the Toronto Realty Agency.

1.  Referred the "Study of Film and Screen Industry Studios in the Port Lands and South of Eastern Employment District" to the Chief Planner and Executive Director, City Planning, for consideration as part of the final report on the Port Lands Planning Initiatives.

 

2.  Referred the "Study of Film and Screen Industry Studios in the Port Lands and South of Eastern Employment District" to the General Manager, Economic Development and Culture.
