City Council Decision

City Council on May 3, 4 and 5, 2016, adopted the following:

 

1. City Council approve the installation of eastbound and westbound cycle tracks on Bloor Street West, from Shaw Street to Avenue Road, as a pilot project as described in Appendix 1 - Amendments to Cycle Track Designations, attached to the report (March 30, 2016) from the General Manager, Transportation Services.

 

2. City Council enact the traffic and parking regulation amendments associated with the above recommendations as described in Appendix 2 - Amendments to Traffic and Parking Regulations, attached to the report (March 30, 2016) from the General Manager, Transportation Services.

 

3. City Council authorize and direct the appropriate City officials to take the necessary action to give effect to the amendments in Parts 1 and 2 above, including the introduction of all necessary bills.

 

4. City Council authorize the General Manager, Transportation Services to modify the pilot project installation as appropriate to address safety and operational issues that may arise.

 

5. City Council request the General Manager, Transportation Services to report back to the Public Works and Infrastructure Committee in the third quarter of 2017 on the findings of the Bloor Street West Bike Lane Pilot Project evaluation.

 

6. City Council request the General Manager, Transportation Services to include the following performance metrics in the monitoring and evaluation of the Bloor Street Bike Lane Pilot Project:

 

a. effectiveness of the cycle track, including change in cycling count volumes and perception of safety and comfort reported by cyclists;

 

b. impact on cycling volumes on the existing bike lane on Harbord Street between Ossington Avenue and Queen's Park Crescent;

 

c. impact on traffic flow on Bloor Street as well as adjacent arterial roads of Dupont Street and Harbord Street, including minor vehicle traffic volume counts and travel time studies;

 

d. impact on both on-street and off-street parking, including parking availability and revenue data from the Toronto Parking Authority;

 

e. impact on local streets, including measurement of possible cut-through traffic infiltration or reduced availability of space for parking permit holders, based on traffic and parking counts;

 

f. impact on loading and deliveries for retail operations, based on feedback from local businesses;

 

g. impact on pedestrians, based on observations of potential conflict in crossing the cycle track;

 

h. impact on accessibility, including sidewalk and crossing accessibility for individuals on using mobility aids or devices; and

 

i. public perception and level of support for the pilot project from residents, businesses, and all road users, including a survey of local business owners and residents.

 

7. City Council direct the General Manager, Economic Development and Culture, in consultation with the General Manager, Transportation Services, to work with the Business Improvement Areas to conduct an economic impact study, which would include, among other things:

 

a. impacts on retail sales, based on feedback;

 

b. impacts on business operations and logistics, including loading and deliveries;

 

c. impacts on customer transportation mode share; and

 

d. a comparative assessment of commercial vacancies before and after installation and operation of the pilot project,

 

and to report back following completion of the study.

1. City Council approve the installation of eastbound and westbound cycle tracks on Bloor Street West, from Shaw Street to Avenue Road, as a pilot project as described in Appendix 1 - Amendments to Cycle Track Designations, attached to this report.

 

2. City Council enact the traffic and parking regulation amendments associated with the above Recommendations as described in Appendix 2 - Amendments to Traffic and Parking Regulations, attached to this report.

a. that the General Manager request the City Clerk to poll tenants, residents and every property owner on both sides of Bloor Street between Avenue Road and Shaw Street, to determine support for the proposal to remove two traffic lanes, install two dedicated bicycle lanes, and delete 135 parking spaces recommended in the report (March 30, 2016) from the General Manager, Transportation Services;

 

b.  that polling generally follow the provisions of Municipal Code Chapter 190, Polling, except that:

 

i.  polling may be conducted by one or more polls with the same question, so as to include both residential owners and tenants and owners of business class properties, and tenants of business class properties who add their names to the poll by affidavit as described in Municipal Code Chapter 190 Section 4;

 

ii.  if the Ward Councillor(s) request translation as described in Municipal Code Chapter 190 Section 3, the City Clerk shall determine which two languages that meet the requirements of Section 3C shall be used;

 

iii.  polling will be considered valid if fifty percent of the total ballots mailed have been returned to the City Clerk and accepted in accordance with Municipal Code Chapter 190 Section 7, and the result of the polling will be positive if sixty percent of the total accepted ballots are in the affirmative;

1.  That City Council direct the General Manager, Transportation Services, following the completion of the pilot project, to request the City Clerk to poll tenants, residents and every property owner on both sides of Bloor Street between Avenue Road and Shaw Street, to determine continued support for the project;

 

a. that polling generally follow the provisions of Municipal Code Chapter 190, Polling, except that:

 

i. polling may be conducted by one or more polls with the same question, so as to include all property owners and tenants, and those who add their names to the poll by affidavit as described in Municipal Code Chapter 190 Section 4;

 

ii. if the Ward Councillor(s) request translation as described in Municipal Code Chapter 190 Section 3, the City Clerk shall determine which two languages that meet the requirements of Section 3C shall be used;

 

iii. polling will be considered valid if fifty percent of the total ballots mailed have been returned to the City Clerk and accepted in accordance with Municipal Code Chapter 190 Section 7, and the result of the polling will be positive if sixty percent of the total accepted ballots are in the affirmative;

 

iv. the City Clerk will post the results of the polling on the City's website and will not be obliged to notify by mail all persons who responded; and

 

v. re-polling for the same purpose may not be conducted until the end of the pilot project as determined by the General Manager, Transportation Services, instead of two years for the end of the polling.

b. impact on cycling volumes on the existing bike lane on Harbord Street between Ossington Avenue and Queen's Park Crescent;

 

c. impact on traffic flow on Bloor Street as well as adjacent arterial roads of Dupont Street and Harbord Street, including minor vehicle traffic volume counts and travel time studies;

 

d. impact on both on-street and off-street parking, including parking availability and revenue data from the Toronto Parking Authority;

 

e. impact on local streets, including measurement of possible cut-through traffic infiltration or reduced availability of space for parking permit holders, based on traffic and parking counts;

 

f. impact on loading and deliveries for retail operations, based on feedback from local businesses;

 

g. impact on pedestrians, based on observations of potential conflict in crossing the cycle track;

 

h. impact on accessibility, including sidewalk and crossing accessibility for individuals on using mobility aids or devices; and

 

i. public perception and level of support for the pilot project from residents, businesses, and all road users, including a survey of local business owners and residents.

Summary

The purpose of this report is to seek Council authority to install cycle tracks along Bloor Street as a pilot project for implementation and subsequent evaluation. Subject to Council approval, Transportation Services proposes to install the pilot project in late summer 2016.

 

A pilot project installation of cycle tracks along Bloor Street would provide an opportunity to evaluate the impacts and benefits of cycling infrastructure on this street and make adjustments, as necessary, to the design and operations of the pilot project configuration.

 

Transportation Services has recently completed a preliminary feasibility study to identify design options and associated impacts for bikeways along Bloor Street West between Shaw Street and Avenue Road, including the potential implementation of a cycling facility as a pilot project.

 

As part of the feasibility study, various design options were considered and a summary of the considerations are presented in this report.  Based on a review of design considerations and feedback from the public and stakeholders, the cycling facility is generally proposed as a cycle track, which features separation elements (a painted buffer, parked cars and/or flexi-post bollards) between the bicycle lane and the traffic lane, as well as between the bicycle lane and on-street parking.

 

The outcomes of the pilot project would help inform the development of future projects along Bloor Street such as upcoming planned roadwork, as well as a Major Corridor Study for cycling facilities along a longer segment of Bloor Street.  

 

Transportation Services proposes to report back to the Public Works and Infrastructure Committee in the third quarter of 2017 on the findings of the Bloor Street West pilot project evaluation.

1. That the item be forwarded to City Council without recommendation, and the General Manager, Transportation Services be requested to report directly to City Council, the report to include:
 
a. A review of the Bloor Street Bike Lane Pilot Project in relation to the existing cycling network as well as the upcoming Major Corridor Study of Bloor Street – Dupont Street Bikeways Study and Ten Year Cycling Network Plan;
 
b. A detailed implementation plan with regard to data collection prior to installation of the pilot project on the cycling environment and motoring environment in order to establish precise performance baselines against which the project will be measured and evaluated.
 
c. The cost of removing the pilot project installation as well as the specific conditions under which the General Manager, Transportation Services would consider modification to and/or removal of the pilot.
 
d. A review and assessment of alternative routes parallel to Bloor for the installation of cycling facilities, including the assessment of the existing bike infrastructure.
