City Council Decision
City Council on December 9 and 10, 2015, adopted the following:
1. City Council adopt the confidential instructions to staff in Confidential Attachment 1 to the report (October 23, 2015) from the General Manager, Toronto Employment and Social Services, the Treasurer and the Director, Purchasing and Materials Management.
2. City Council authorize the public release of all or part of the confidential recommendation and information in Confidential Attachment 1 to the report (October 23, 2015) from the General Manager, Toronto Employment and Social Services, the Treasurer and the Director, Purchasing and Materials Management at the discretion of the City Solicitor, in consultation with the Treasurer and the General Manager, Toronto Employment and Social Services.
Confidential Attachment 1 to the report (October 23, 2015) from the General Manager, Toronto Employment and Social Services, the Treasurer and the Director, Purchasing and Materials Management remains confidential it its entirety at this time in accordance with the provisions of the City of Toronto Act, 2006, as it pertains to the security of the property of the City. All or a portion of the confidential recommendations adopted by City Council and all or a portion of the confidential information will be made public at the discretion of the City Solicitor, in consultation with the Treasurer and the General Manager, Toronto Employment and Social Services.

Committee Recommendations
The Government Management Committee recommends that:
1. City Council adopt the confidential instructions to staff in Confidential Attachment 1 to the report (October 23, 2015) from the General Manager, Toronto Employment and Social Services, the Treasurer and the Director, Purchasing and Materials Management.
2. City Council authorize the public release of all or part of the confidential recommendation and information in Confidential Attachment 1 to the report (October 23, 2015) from the General Manager, Toronto Employment and Social Services, the Treasurer and the Director, Purchasing and Materials Management, if adopted, at the discretion of the City Solicitor, in consultation with the Treasurer and the General Manager, Toronto Employment and Social Services.
Decision Advice and Other Information
The Government Management Committee requested the General Manager, Toronto Employment and Social Services to report to the January 4, 2016 Government Management Committee on the impact of the introduction of the Province of Ontario's Social Assistance Management System (SAMS) on Toronto Employment and Social Services.
The Government Management Committee recessed its public session and met in closed session to consider confidential information on this item as it relates to the security of the City's or local board's property.

Summary
This report, including the confidential attachment, provides an update on the City Services Benefit Card (CSBC). The CSBC, a reloadable electronic funds transfer card, was developed to improve services and reduce costs for low income residents, and generate savings and efficiencies for the City. After briefly noting the success the card has had in meeting these objectives, the report provides an update on a number of important changes that will impact the City's approach moving forward. Notably, the Provincial intention to implement a reloadable payment card program for social assistance in Ontario has both short and longer-term implications for the CSBC.
