City Council Decision

City Council on March 31, April 1 and 2, 2015, adopted the following:

 

1.  City Council request the Minister of Municipal Affairs, during the review of the Municipal Elections Act, to amend the Act to change proxy eligibility to ensure that persons with disabilities who are unable to attend at a voting station are able to assign their proxy to family members, regardless of whether or not the family member is eligible to vote in a City of Toronto municipal election.

 

2.  City Council request the City Clerk to consult with the Province of Ontario on reforms to the proxy ballot process under the Municipal Elections Act to provide for a more streamlined process to ensure easier access to the voting process.

 

3.  City Council request the City Clerk to consider implementing enhanced strategies for multilingual staff recruitment at voting locations during the municipal election.

 

4.  City Council receive the report (March 11, 2015) from the City Clerk for information.

Summary

In accordance with subsection 12.1(2) of the Municipal Elections Act, 1996, as amended (MEA), the City Clerk has prepared a report about the identification, removal and prevention of barriers that affect electors and candidates with disabilities.  The attached report identifies the various initiatives undertaken by the City Clerk for the 2014 election as well as the outcomes and actions moving forward.

 

Members of the accessibility community made extraordinary contributions to the 2014 Election.  Their willingness to share their time and expertise allowed the Clerk and staff to gain a far deeper understanding of the issues and barriers faced by persons with disabilities.  The Clerk will continue to work closely with the Accessibility Outreach Network, the Disability Issues Committee and persons with disabilities to identify, remove and prevent barriers for future elections.
