City Council on March 31, April 1 and April 2, 2015, adopted the following:
1. City Council adopt a finding that Councillor Ford violated Article XIV of the Code of Conduct while acting in his capacity as Mayor of Toronto.

On March 31, 2015 during the Routine Matters portion of the meeting, Speaker Nunziata advised Members of Council that Councillor Ford wished to address Council.
Councillor Ford addressed City Council and made the following statement:
Mr. Mayor, Members of Council, I want to call to your attention the fact that I have taken the time to go through the Integrity Commissioner's report on a formal complaint lodged against me while I was Mayor of this great City. I'm aware of my hurtful nature of my comments and the fact that they are absolutely unacceptable. I understand the concern brought forward in the report including the standards set out by the Ontario Human Rights Code. Mr. Mayor, Members of Council, I'm deeply ashamed of what I said, and I recognize that they bring discredit to both myself and Council as a whole. I wish to offer my heartfelt apology for my words and actions.

Councillor Perks, rising on a Point of Privilege, stated that the procedures of Council allow Members to ask questions and speak on Items. Councillor Perks further stated that questioning the Integrity Commissioner and speaking on the Item is in no way a side show, and by characterizing the debate that way, Councillor Karygiannis has impugned the reputation of Members of Council. Councillor Perks asked that the Member withdraw the characterization.
Councillor Filion, rising on a Point of Order, stated that Councillor Mammoliti's questions of the Integrity Commissioner have nothing to do with the report before Council.
