City Council Decision
City Council on June 10, 11, 12 and 13, 2014, adopted the following:
1. City Council approve the installation of a westbound cycle track on the north side of Richmond Street West, from York Street to Bathurst Street, and an eastbound cycle track on the south side of Adelaide Street West, from Bathurst Street to Simcoe Street, as a pilot project until the completion of the Municipal Class Environmental Assessment Study, as outlined in Appendix 10 - Amendments to Bicycle Lane and Cycle Track Designations, attached to the report (April 22, 2014) from the General Manager, Transportation Services.
2. City Council approve the installation of cycle tracks on Simcoe Street, from Front Street West to Queen Street West, as a pilot project until the completion of the Municipal Class Environmental Assessment Study, as outlined in Appendix 10 - Amendments to Bicycle Lane and Cycle Track Designations, attached to the report (April 22, 2014) from the General Manager, Transportation Services.
3. City Council approve the installation of bicycle lanes on both sides of Peter Street, from King Street West to Queen Street West, as a pilot project until the completion of the Municipal Class Environmental Assessment Study, as outlined in Appendix 10 - Amendments to Bicycle Lane and Cycle Track Designations, attached to the report (April 22, 2014) from the General Manager, Transportation Services.
4. 6. City Council approve amendments to parking, standing and stopping regulations along Richmond Street, Adelaide Street, Simcoe Street and Peter Street, to designate parking/loading spaces as part of the pilot project until the completion of the Municipal Class Environmental Assessment Study, as outlined in Revised Appendix 11 - Amendments to Traffic and Parking By-Laws, attached to the report (April 22, 2014) from the General Manager, Transportation Services.
7. City Council approve amendments to parking, standing and stopping regulations along Richmond Street West, from Niagara Street to Bathurst Street, and Bathurst Street, from Richmond Street West to Adelaide Street West, as outlined in Revised Appendix 11 - Amendments to Traffic and Parking By-Laws, attached to the report (April 22, 2014) from the General Manager, Transportation Services.
8. City Council direct the General Manager, Transportation Services, to report on the bikeway connections east of Sherbourne Street to connect the Richmond-Adelaide corridor bike lanes to Parliament Street and existing bikeways east of the Don Valley, including, but not limited to, Dundas Street East, Eastern Avenue, and the Lake Shore Boulevard East path when the final report on the Richmond-Adelaide Environmental Assessment Study is submitted to Council in 2015.

Committee Recommendations
The Public Works and Infrastructure Committee recommends that:
1. City Council approve the installation of a westbound cycle track on the north side of Richmond Street West, from York Street to Bathurst Street, and an eastbound cycle track on the south side of Adelaide Street West, from Bathurst Street to Simcoe Street, as a pilot project until the completion of the Municipal Class Environmental Assessment Study, as outlined in Appendix 10 - Amendments to Bicycle Lane and Cycle Track Designations, attached to the report (April 22, 2014) from the General Manager, Transportation Services.
2. City Council approve the installation of cycle tracks on Simcoe Street, from Front Street West to Queen Street West, as a pilot project until the completion of the Municipal Class Environmental Assessment Study, as outlined in Appendix 10 - Amendments to Bicycle Lane and Cycle Track Designations, attached to the report (April 22, 2014) from the General Manager, Transportation Services.
3. City Council approve the installation of bicycle lanes on both sides of Peter Street, from King Street West to Queen Street West, as a pilot project until the completion of the Municipal Class Environmental Assessment Study, as outlined in Appendix 10 - Amendments to Bicycle Lane and Cycle Track Designations, attached to the report (April 22, 2014) from the General Manager, Transportation Services.
4. 6. City Council approve amendments to parking, standing and stopping regulations along Richmond Street, Adelaide Street, Simcoe Street and Peter Street, to designate parking/loading spaces as part of the pilot project until the completion of the Municipal Class Environmental Assessment Study, as outlined in Revised Appendix 11 - Amendments to Traffic and Parking By-Laws, attached to the report (April 22, 2014) from the General Manager, Transportation Services.
7. City Council approve amendments to parking, standing and stopping regulations along Richmond Street West, from Niagara Street to Bathurst Street, and Bathurst Street, from Richmond Street West to Adelaide Street West, as outlined in Revised Appendix 11 - Amendments to Traffic and Parking By-Laws, attached to the report (April 22, 2014) from the General Manager, Transportation Services.
8. City Council direct the General Manager, Transportation Services, to report on the bikeway connections east of Sherbourne Street to connect the Richmond-Adelaide corridor bike lanes to Parliament Street and existing bikeways east of the Don Valley, including, but not limited to, Dundas Street East, Eastern Avenue, and the Lake Shore Boulevard East path when the final report on the Richmond-Adelaide Environmental Assessment Study is submitted to Council in 2015.

Summary
Transportation Services is undertaking the Richmond-Adelaide Bikeway Municipal Class Environmental Assessment (EA) Study to evaluate the feasibility of implementing separated bicycle lanes in the Richmond Street - Adelaide Street corridor, between Bathurst Street and Sherbourne Street. The study is also evaluating the feasibility of bikeways on Wellington Street, Peter Street and Simcoe Street.
The first two phases of the EA process have been completed including the development of preliminary preferred alignments for cycle tracks on Richmond Street, Adelaide Street, Peter Street and Simcoe Street. The implementation of these cycling facilities can be achieved within the existing pavement width; however, this will require the re-allocation of road space, which will result in some traffic capacity reductions along these corridors.
Transportation Services is proposing to install a portion of the preliminary preferred alignments as a pilot project as part of the EA Study. The pilot project will provide an opportunity to evaluate and adjust, if necessary, the preliminary preferred alignments. The results of the pilot project will inform the final recommendations of the Municipal Class Environmental Assessment Study. Transportation Services proposes to install the pilot project in the summer of 2014, and maintain its operation until a City Council decision is made on the recommendations of the Municipal Class EA report which will be submitted to Council in 2015.
This report also recommends permanent bikeway installations that will provide network connections to the pilot project, including contra-flow bicycle lanes on Phoebe Street, Stephanie Street, and Richmond Street West, west of Bathurst Street.
