PW31.1 - Confirmation of Levels of Service for Winter Maintenance of Bikeways, Windrow Opening, Sidewalks and Accessibility for Ontarians with Disabilities Act (AODA) Compliance

City Council Decision
City Council on June 10, 11, 12 and 13, 2014, adopted the following:
1. City Council confirm the proposed levels of service beginning in the 2015/16 winter season for winter maintenance of cycling facilities, including priority routes with appropriate signage, at a cost of approximately $650,000 per season (based on the current cycling network) as outlined in Appendix 1 and Appendix 2 to the report (March 17, 2014) from the General Manager, Transportation Services.
2. City Council confirm the expansion of the driveway windrow opening program beginning in the 2015/16 winter season at a cost of approximately $50,000 per season to those streets listed in Appendix 3 to the report (March 17, 2014) from the General Manager, Transportation Services.
3. City Council confirm the expansion of the sidewalk clearing program beginning in the 2015/16 winter season at a cost of approximately $50,000 per season to those streets listed in Appendix 5 to the report (March 17, 2014) from the General Manager, Transportation Services.
4. City Council direct that the necessary changes be made to Chapter 719 of the Toronto Municipal Code, Snow and Ice Removal, to require adjacent property owners to clear sidewalks of snow and ice to a minimum width of 1.2 metres wherever the City of Toronto has not undertaken to clear the snow and ice.
5. City Council direct that contra-flow bicycle lanes be given priority status for winter clearing.
6. City Council direct the General Manager, Transportation Services, to advertise snow removal guidelines in local newspapers at the beginning and throughout the winter season, including that where sidewalk snow clearance occurs the level of service for sidewalk snow clearance of 8 cm of snow accumulation in December and March and 5 cm of snow accumulation in January and February and that it is the responsibility of home owners to clear snow from sidewalks that front their properties at any other time.

Committee Recommendations
The Public Works and Infrastructure Committee recommends that:
1. The Public Works and Infrastructure Committee requested the General Manager, Transportation Services, to:
1. Undertake a review of the current criteria for mechanical sidewalk snow clearing to determine if any changes could be made to increase the number of streets receiving this service and report to the Public Works and Infrastructure Committee in the Spring of 2015.
2. Consult with Councillors and other stakeholder groups for recommendations for additional streets that should be reviewed for inclusion in the mechanical sidewalk snow clearing program.

The purpose of this report is to provide further information on winter maintenance levels of service following the report provided to Public Works and Infrastructure Committee on November 20, 2013, entitled, "Confirmation of Levels of Service for Roadway and Roadside Winter Maintenance Services".
The report proposes the creation of levels of service for winter maintenance on cycling facilities, the addition of specified streets to the mechanical driveway windrow opening and sidewalk clearing programs, and changes to the Snow and Ice Removal By-law that will enhance winter maintenance for people with disabilities in compliance with the Accessibility for Ontarians with Disabilities Act (AODA).
