City Council Decision
City Council on June 10, 11, 12 and 13, 2014, adopted the following:
1. City Council authorize the Acting General Manager of Parks, Forestry and Recreation to apply the criteria as outlined in Appendix 1 to the report (April 30, 2014) from the Acting General Manager, Parks, Forestry and Recreation with Appendix 1 amended to read as outlined below, to determine when special event permits may allow for temporary parking in areas within parks that are not designated for parking.

VEHICLE PARKING IN NON-DESIGNATED AREAS IN CITY PARKS
- EXEMPTION CRITERIA
The following is a list of criteria to be applied by the General Manager, Parks, Forestry and Recreation as part of a special event permit application process when determining if an exemption should be granted to the Chapter 608 requirement that parking must be confined to designated parking areas within parks:
1. Availability of other parking options within the event's vicinity, i.e. malls, schools, hydro fields (as authorized by those property owners);
2. Availability of street parking;
3. Options to park elsewhere and provide shuttle service to event;
4. Availability of public transit to event;
5. Impact to natural environment;
6. No vehicle parking permitted within tree protection zones determined by Urban Forestry;
7. Frequency, duration and size of special event;
8. Impact on other park activities and park usage; and
9. Impact of inclement weather and options to mitigate damage.
The Acting General Manager, Parks, Forestry and Recreation to consult with the local Councillor on all applications for use of parks for parking prior to the Acting General Manager's decision being made.
2. City Council request the Acting General Manager, Parks, Forestry and Recreation to report to the Parks and Environment Committee on the cost of any products that are required to protect parks from damage caused by parking in parks.

That City Council delete the Parks and Environment Committee recommendation and instead adopt the recommendation contained in the report (April 30, 2014) from the Acting General Manager, Parks, Forestry and Recreation:
1. City Council authorize the General Manager of Parks, Forestry and Recreation to apply the criteria, as outlined in Appendix 1 of this report, to determine when special event permits may allow for temporary parking in areas within parks that are not designated for parking.
with Appendix 1 amended by deleting the words "the Acting General Manager, Parks, Forestry and Recreation's decision as to whether an exemption will be granted shall be final" and inserting the words "the Acting General Manager, Parks, Forestry and Recreation to consult with the local Councillor on all applications for use of parks for parking" so that Appendix 1 now read as follows:

That City Council amend the Parks and Environment Committee recommendation so it now reads as follows:
1. City Council direct City staff to end all for-profit use of parks for parking in 2015, and all other uses of parks for parking in 2016, with the exception of the following events:
a. Rotary Club – Ribfest at Thomson Memorial Park;
b. Rotary Club – Ribfest at Centennial Park;
c. James Shaver Woodworth Homestead Foundation - Applewood Summer Concert Series at Broadacres Park; and
d. Canadian Film Centre – Windfields Park.
That:
1. City Council request the Acting General Manager, Parks, Forestry and Recreation to report to the Parks and Environment Committee on the cost of any products that are required to protect parks from damage caused by parking in parks.

Origin
Summary
City Council at its meeting on July 16, 2013, directed the General Manager of Parks, Forestry and Recreation to report back on the feasibility of a criteria-based exemption by permit, from the requirements of Section 27 of City of Toronto Municipal Code Chapter 608, Parks to allow temporary permitted parking in areas within parks that are not designated for parking. This report provides a list of criteria to determine possible exemptions as part of the special event permit guidelines.
