The Public Works and Infrastructure Committee requested the Deputy City Manager, Cluster B, to report to the April 9, 2014 Public Works and Infrastructure Committee meeting on:
1. Progress made on the implementation of the strategy to reduce litter.
2. Resources required for effective enforcement of the litter by-law.
3. The feasibility of:
a. mandatory cigarette butt receptacles at bars and restaurants;
b. requesting the province to implement a cigarette butt deposit-return system;
c. requesting the province to consider a fee for cigarette manufacturers to cover costs of cigarette butt clean up; and
d. initiating a cigarette butt recycling program.
4. A Review of the Litter By-Law and propose amendments so that it is enforceable.

Summary
The purpose of this staff report is to report back to the Public Works and Infrastructure Committee on a strategy to reduce cigarette butt litter in Toronto. This report also reports back on the review of the City’s current initiatives and provides recommendations to increase community engagement and discourage littering in the City of Toronto year-round.
