City Council Decision
City Council on October 8, 9, 10 and 11, 2013, adopted the following:
1. City Council adopt the recommendations contained in Confidential Attachment 1 to the report (October 9, 2013) from the Treasurer and the City Solicitor (GM24.13a).
2. City Council direct that Confidential Attachment 1 to the report (October 9, 2013) from the Treasurer and the City Solicitor, including all Appendices, remain confidential as it contains advice that is subject to solicitor-client privilege and pertains to litigation. City Council authorize the public release of all or a portion of the adopted confidential instructions at the discretion of the City Solicitor.
3. City Council direct that Confidential Attachment 1 to the report (August 27, 2013) from the Treasurer and the City Solicitor, including all Appendices, remain confidential as it contains advice that is subject to solicitor-client privilege and pertains to litigation.
4. City Council request the Treasurer to report to the February 4, 2014 meeting of the Executive Committee on:
i. the assessed value of each of the three roll numbers including the William Baker neighbourhood;
ii. the assessed value of the Bombardier lands and buildings as well as the value or lack thereof of the benefitting covenants that run with the lands and;
iii. any methodology that was used in the determination of those values.
Confidential Attachment 1 to the report (October 9, 2013) from the Treasurer and the City Solicitor, including all Appendices, remains confidential in its entirety at this time in accordance with the provisions of the City of Toronto Act, 2006, as it contains information that is subject to solicitor-client privilege and pertains to litigation. All or a portion of the adopted confidential instructions will be made public at the discretion of the City Solicitor.
Confidential Attachment 1 to the report (August 27, 2013) from the Treasurer and the City Solicitor, including all Appendices, remains confidential in its entirety in accordance with the provisions of the City of Toronto Act, 2006, as it contains advice that is subject to solicitor-client privilege and pertains to litigation.

That:
1. City Council delete the Government Management Committee Recommendations, and adopt the following Recommendations contained in the supplementary report (October 9, 2013) from the Treasurer and the City Solicitor (GM24.13a):
1. City Council adopt the recommendations contained in Confidential Attachment 1 to this supplementary report which replaces the recommendations contained in the August 27, 2013 report.
2. City Council direct that Confidential Attachment 1 including all Appendices remain confidential as it contains advice that is subject to solicitor-client privilege and pertains to litigation. City Council authorize the public release of all or a portion of the confidential instructions once adopted by City Council at the discretion of the City Solicitor.

This report recommends a proposed agreement with Parc Downsview Park Inc. to correct the property assessment values used to calculate payments in lieu of taxes (PILTs) for taxation years 2007 to 2013 for the property located at 1377 Sheppard Avenue West. The recommended agreement reflects the joint efforts of the City, the Municipal Property Assessment Corporation (MPAC) and Downsview Park.
