City Council Decision
City Council on February 20 and 21, 2013, adopted the following:
1. City Council, with regard to one individual, waive Section 3.2 of the Public Appointments Policy.
2. City Council appoint the individuals listed in Confidential Attachment 2 to the report (January 21, 2013) from the Chair, Corporations Nominating Panel, to serve as members of the Board of Directors of Waterfront Toronto effective March 1, 2013 for a term ending February 28, 2016, or until a successor is appointed.
3. City Council identify the individual named in Confidential Attachment 3 to the report (January 21, 2013) from the Chair, Corporations Nominating Panel, as an alternate member of the Board of Directors of Waterfront Toronto so that in the event there is a citizen vacancy on the Waterfront Toronto board during the term they may be approached to determine their continued interest and availability for the Board and be considered by Council for appointment at that time.
4. City Council direct that Confidential Attachments 1 and 2 to the report (January 21, 2013) from the Chair, Corporations Nominating Panel be made public following City Council’s approval and after the individuals named in the Attachments have been notified of Council's decision.
5. City Council direct that Confidential Attachment 3 to the report (January 21, 2013) from the Chair, Corporations Nominating Panel remain confidential in its entirety after consideration of this report by Council.

The incumbent Chair, Mark Wilson, has served on the Waterfront Toronto Board since January 2002 which is beyond the limit of two consecutive terms provided for in City Council’s Public Appointments Policy. The Panel recommends that the incumbent Chair be re-appointed to serve on the Board for another term in order for the Board to benefit from his broad business and strategic management skills, extensive knowledge and experience in waterfront matters, solid relationships with other Board members and the Federal and Provincial Governments, stabilizing presence leading up to the Pan-Am Games in 2015 and his availability to prepare potential successors for the Chair role.

February 20, 2013 - 7:23 p.m. - Speaker Nunziata advised that City Council had completed its closed session consideration of the CC30.1 - Appointment of Citizen Members to the Board of Directors of Toronto Waterfront Revitalization Corporation. No motions were moved during the closed session. Council would now proceed with the public debate on the Item.
That:
1. City Council receive the Recommendations from the Corporations Nominating Panel.
2. City Council request Mayor Ford to establish a new Corporations Nominating Panel to consider the appointments to the Board of Directors of Toronto Waterfront Revitalization Corporation.
3. City Council extend the appointments of the following three current citizen representatives on the board of the Toronto Waterfront Revitalization Corporation until their successors are appointed:
- Janet Graham;
- Matti Siemiatycki; and
- Mark Wilson.
