City Council Decision
City Council on October 30, 31 and November 1, 2012, adopted the following:
1. City Council request the Provincial and Federal Governments to provide funding to the Toronto Botanical Garden.
2. City Council request the Toronto Botanical Garden to consider options to increase revenues by offering landscape design services to residents.
3. City Council invite the Toronto Botanical Garden to participate in the Parks, Forestry and Recreation's automated electronic donation pilot project.

Committee Recommendations
The Parks and Environment Committee recommends that:
1. City Council request the Provincial and Federal Governments to provide funding to the Toronto Botanical Garden.
2. City Council request the Toronto Botanical Garden to consider options to increase revenues by offering landscape design services to residents.
3. City Council invite the Toronto Botanical Garden to participate in the Parks, Forestry and Recreation's automated electronic donation pilot project.

The Parks and Environment Committee:
1. Directed the General Manager, Parks, Forestry and Recreation Division, to meet with the Toronto Botanical Garden to explore options to generate revenue within the existing agreement and to report back to the Parks and Environment Committee.
2. Referred the request for an annual grant of $160,000 per annum to the Budget Committee for consideration during the 2013 budget process.
Summary
Presentation will be given to the Parks and Environment Committee from the Executive Director, Toronto Botanical Garden.

Motions
1. That the Parks and Environment Committee request the General Manager, Parks, Forestry and Recreation to revisit the management agreement between the City of Toronto and Toronto Botanical Garden (TBG) to allow the TBG to establish admission and parking fees for all visitors except those who are with high needs.
2. That the Parks and Environment Committee direct the City Manager to contact the TBG to review the financial picture of the organization in order to assist the TBG to run more effectively.
1. That the Parks and Environment recommend to the Budget Committee, for consideration during the 2013 budget process, support in principle of an annual grant of $160,000 per annum.
2. That the Toronto Botanical Garden be requested to submit to the Budget Committee their last three years of completed financial statements.
3. That the Toronto Botanical Garden be requested to implement and participate in an "pay what you can" entrance fee policy.
4. That the Toronto Botanical Garden be invited to participate in the Parks, Forestry and Recreation automated electronic donation pilot project.
5. That the General Manager, Parks, Forestry and Recreation be requested to work with the Toronto Botanical Garden to clarify their current management agreement with the City of Toronto so as to enable the Toronto Botanical Garden to raise funds accordingly.
That the Toronto Botanical Garden be requested to meet with Parks, Forestry and Recreation staff to consider amendments to the Management Agreement to:
1. Further enhance their ability raise revenue through food & beverage concessions.
2. Either charge an admission fee to entrants and/or enhance their capacity to collect donations from entrants.
3. To allow Parks, Forestry and Recreation staff to act in an advisory capacity to assist with the proper employee ratio for the Toronto Botanical Garden.
That the Toronto Botanical Garden be requested to consider options to increase revenue by offering landscape design services to residents.
That Motions 1,2, 3 and 4 by Councillors Cho, Pasternak and Berardinetti be deleted and replaced with the following:
1. That the Parks and Environment Committee direct the Business Services Unit, PFR, to meet with the Toronto Botanical Garden to explore options to generate revenue within the existing agreement and to report back to the Parks and Environment Committee.
2. That the Parks and Environment Committee refer the request for an annual grant of $160,000 per annum to the Budget Committee for consideration during the 2013 budget process.
3. That City Council request the Provincial and Federal Governments to provide funding to the Toronto Botanical Garden.
4. That the Toronto Botanical Garden be requested to consider options to increase revenues by offering landscape design services to residents.
5. That the Toronto Botanical Garden be invited to participate in the Parks, Forestry and Recreation automated electronic donation pilot project.
