City Council Decision
City Council on April 12 and 13, 2011, adopted the following:
1. City Council request the General Manager of Parks, Forestry and Recreation to issue a Request for Proposal (RFP) for a five-year term for the purpose of entering into a license agreement for the operation of beverage services for cold drink vending machines and pouring within Parks and Recreation facility locations.
2 City Council direct that the criteria for cold drink vending sales and distributions be limited to 50 percent healthy vending.
3. City Council request the Medical Officer of Health to periodically review and report to the Board of Health on the content of the 50 percent healthy criteria.
4. City Council request the General Manager, Parks, Forestry and Recreation to ensure there is an abundant supply of drinking water available in all recreation centres and arenas prior to its proposed elimination from vending machines in December 2011.

2. Based on the choices made by residents as identified in the staff report, City Council direct that the criteria for cold drink vending sales and distributions be as follows:

Water 12%
Milk 2%
And that plain and fruit flavoured yogurt drinks be included as a healthy drink option.

That City Council delete the Government Management Committee recommendations and adopt the following instead:
1. City Council adopt the following recommendations contained in the report (April 29, 2011) from the General Manager, Parks, Forestry and Recreation, as amended:
1. For a term of five years commencing November 1, 2011 to October 31, 2016;
2. Energy Drinks shall not be sold in Parks, Forestry and Recreation vending machines;
3. During the first two years of the Licence Agreement, from November 1, 2011 to October 31, 2013, cold drink vending sales and distribution be limited to 50% healthy vending:
a. unflavoured water where permissible until December 31, 2012, 2% flavoured and unflavoured milk or fortified soy beverages, and 100% juice or vegetable beverages will be considered as healthy products; and
b. with the exception of unflavoured water where permissible, cold drink products must be delivered in a serving size no greater than 355ml;
4. Commencing in the third year of the Licence Agreement, cold drink vending sales and distribution be increased to 75% healthy vending from November 1, 2013 to October 31, 2015:
a. 2% flavoured and unflavoured milk or fortified soy beverages and 100 % juice or vegetable beverages will be considered as healthy products; and
b. cold drink products must be delivered in a serving size no greater than 355ml;
5. Commencing in the fifth year of the Licence Agreement, cold drink vending sales and distribution be increased to 100% healthy cold drink vending from November
a. 2% flavoured and unflavoured milk or fortified soy beverages and 100% juice or vegetable beverages will be considered as healthy products; and
b. cold drink products must be delivered in a serving size no greater than 355ml; and
6. The Medical Officer of Health be authorized to determine whether any new beverage(s) can be considered as healthy.
2. That, as outlined in the supplementary report (April 11, 2011) from the Medical Officer of Health that City Council direct the General Manager, Parks, Forestry and Recreation to ensure that yogurt drinks are added as a healthy choice.

That Motion 4 by Councillor McConnell be amended to include unflavoured water in the Healthy Vending Criteria for Cold Drink Vending and Pouring Rights RFP.
Motion 4 by Councillor McConnell subsequently lost as amended.
That the Government Management Committee reconsider the vote on Motion 4 by Councillor McConnell and Motion 5 by Councillor Robinson to permit the vote on Councillor Robinson's motion to be taken first.
