City Council Decision
City Council on October 24 and 25, 2011, adopted the following:
1. City Council amend the composition of the Committee of Adjustment by reducing the number of North York panels from two panels of 5 members each to one panel of 5 members.
2. City Council appoint the individuals listed in Confidential Attachment 1 to the Committee of Adjustment Etobicoke York Panel and Toronto and East York Panel, for a term of office starting on November 1, 2011 and ending on November 30, 2014 and until successors are appointed.
3. City Council waive the term limit provision of the Public Appointments Policy to appoint the individual listed in Confidential Attachment 1 to the Committee of Adjustment Etobicoke York Panel, for a term of office starting on November 1, 2011 and ending on November 30, 2014 and until successors are appointed.
4. City Council identify the candidates listed in Confidential Attachment 2 as alternates for the Civic Appointments Committee to consider, in the order listed, for appointment to the Committee of Adjustment Etobicoke York Panel and Toronto and East York Panel should a vacancy occur during the term.
5. City Council appoint the 5 individuals listed in Confidential Attachment 1 to the transmittal (October 18, 2011) from the Civic Appointments Committee [CA11.4a] to the Committee of Adjustment North York Panel, for a term of office starting on November 1, 2011 and ending on November 30, 2014 and until successors are appointed.
6. City Council waive the term limit provision of the Public Appointments Policy to appoint the individual listed in Confidential Attachment 1 to the transmittal (October 18, 2011) from the Civic Appointments Committee [CA11.4a] to the Committee of Adjustment North York Panel, for a term of office starting on November 1, 2011 and ending on November 30, 2014 and until successors are appointed.
7. City Council identify the candidates listed in Confidential Attachment 2 to the transmittal (October 18, 2011) from the Civic Appointments Committee [CA11.4a] as alternates for the Civic Appointments Committee to consider, in the order listed, for appointment to the Committee of Adjustment North York Panel should a vacancy occur during the term.
8. City Council authorize the Chief Planner to report directly to City Council, should the Chief Planner determine that the composition of the Committee of Adjustment needs to be amended by adding additional members to the North York Panel.
9. City Council appoint the individuals listed in Confidential Attachment 1 to the transmittal (October 18, 2011) from the Civic Appointments Committee [CA11.4b] to the Committee of Adjustment Scarborough Panel for a term of office starting on November 1, 2011 and ending on November 30, 2014 and until successors are appointed.
10. City Council authorize the City Clerk to make the appointees' names public once appointed by Council and the appointees have been notified.
11. City Council direct that the names of the candidates identified as alternates remain confidential until appointed as a member, as required under the Public Appointments Policy.
12. City Council authorize and direct the City Solicitor to introduce any necessary bills needed to give effect to the amendments to Municipal Code Chapter 4 of the City of Toronto Municipal Code and the appointments.

Committee Recommendations
Civic Appointments Committee recommends that:

The Civic Appointments Committee recessed its public session and met in closed session to consider confidential information on this Item related to personal matters about identifiable individuals being considered for appointment to the Committee of Adjustment Etobicoke York Panel, North York Panel, Scarborough Panel and Toronto and East York Panel.
The Civic Appointments Committee deferred consideration of appointments to the Committee of Adjustment North York Panel until its next scheduled meeting.
The Civic Appointment Committee did not consider appointments to Committee of Adjustment Scarborough Panel pending Civic Appointments Committee Panel 6 conducting further interviews and reporting back on recommendations to fill the full composition of the Committee of Adjustment Scarborough Panel.
Summary
Civic Appointments Committee Panels 4, 5, 6, and 7 will interview a shortlist of candidates for appointment to the Committee of Adjustment Etobicoke York Panel, North York Panel, Scarborough Panel and Toronto and East York Panel. The Panels will submit their recommendations to the full Civic Appointments Committee.
