CA10.3 - Property Standards Committee/Fence Viewers - Appointments

City Council Decision
City Council on October 24 and 25, 2011, adopted the following:
1. City Council exempt the Property Standards Committee from EX 4.7, Recommendation 12, adopted by City Council at its meeting on April 12 and 13, 2011, regarding the minimum size and composition of City agencies and corporations, so that its composition will be 16 public members appointed by City Council, given that the Committee is a quasi-judicial adjudicative tribunal established to operate at arms-length from City Council.
2. City Council appoint the individuals listed in Confidential Attachment 1 to the transmittal (October 18, 2011) from the Civic Appointments Committee [CA10.3b] to the Property Standards Committee and as Fence Viewers for the Etobicoke York, North York, Scarborough, and Toronto and East York Panels, at the pleasure of Council, for a term of office starting on January 30, 2012 and ending on November 30, 2014 and until successors are appointed.
3. City Council appoint the candidates noted in Confidential Attachment 1 to the transmittal (October 18, 2011) from the Civic Appointments Committee [CA10.3b] as City-wide Chair of the Property Standards Committee and as Chairs of the Etobicoke York, North York, Scarborough, and Toronto and East York Panels.
4. City Council authorize the City Clerk to make the appointees' names public once appointed by Council and the appointees have been notified.
5. City Council identify the candidates listed in Confidential Attachment 2 to the transmittal (October 18, 2011) from the Civic Appointments Committee [CA10.3b] as alternates for the Civic Appointments Committee to consider for appointment should a vacancy occur during the term.
6. City Council direct that the names of the candidates identified as alternates remain confidential until appointed as a member, as required under the Public Appointments Policy.
7. City Council authorize and direct the City Solicitor to introduce any necessary bills needed to give effect to the appointments.
8. City Council direct the City Manager to report to the Executive Committee on best practices for Agencies, Boards and Commissions in maintaining continuity and institutional memory with new Board appointments to the Property Standards Committee/Fence Viewers.
9. City Council direct the City Clerk to send letters to all incumbents, who applied but were not interviewed and appointed, by November 4, 2011 thanking them for their contribution.

The alternates' names will be made public if appointed to the Property Standards Committee and as the Fence Viewers.

City Council appoint the individuals listed in Confidential Attachment 1 to the Property Standards Committee and as Fence Viewers for the Etobicoke York, North York, Scarborough, and Toronto and East York Panels, at the pleasure of Council, for a term of office starting on January 30, 2012 and ending on November 30, 2014 and until successors are appointed.

The Civic Appointments Committee recommends that:

That Recommendation 1 of Civic Appointments Committee Panel 3 be amended by inserting the words "starting on January 30, 2011 and" after the words "term of office" so that it now reads as follows:
1. City Council appoint the individuals listed in Confidential Attachment 1 to the Property Standards Committee/Fence Viewers, at the pleasure of Council, for a term of office staring on January 30, 2011 and ending on November 30, 2014 and until successors are appointed.
That the Civic Appointments Committee defer consideration of appointments to the Toronto and East York Panel of the Property Standards Committee/Fence Viewers to its next meeting scheduled on October 6, 2011.
That the Civic Appointments Committee recommends that:
1. City Council appoint the individuals listed in Confidential Attachment 1 to the Property Standards Committee and as Fence Viewers for the Etobicoke York, North York and Scarborough Panels, at the pleasure of Council, for a term of office starting on January 30, 2012 and ending on November 30, 2014 and until successors are appointed.
