Part 2 - Eligibility

* 1. All members of the public who apply to serve on the Administrative Penalty Tribunal must satisfy the following eligibility requirements in order to be selected for appointment:
  • Must be a resident of the city of Toronto;
  • Must be at least 18 years old;
  • Cannot be a spouse, partner, child or parent of a Member of Toronto City Council;
  • Cannot be a City employee or an employee of a City agency or corporation.

* 2. Public members of the Administrative Penalty Tribunal cannot act as agents for applicants before the Administrative Penalty Tribunal and other City administrative tribunals (e.g., the Committee of Adjustment, the Compliance Audit Committee, the Property Standards Committee/Fence Viewers, the Rooming House Licensing Commissioner and Deputy Commissioner, the Sign Variance Committee, the Toronto Licensing Tribunal, the Toronto Local Appeal Body, etc.) and would be required to resign from the tribunal before doing so. Do you plan to act as an agent for applicants before the Administrative Penalty Tribunal or do you currently act as an agent for applicants before other City administrative tribunals?

Part 3 - Availability and Time Commitment

* 1. The Administrative Penalty Tribunal opportunity requires a substantial time commitment from public members similar to a part-time job. Hearings and business meetings will take place weekdays during business hours at 40 Orchard View Boulevard, just north of Yonge Street and Eglinton Avenue (initially, the tribunal will meet at a temporary location to be confirmed). Public members will be required to attend the following:


  • Hearings: Public members will conduct hearings 2-3 days per week or 6-12 days per month. Hearings are expected to last approximately 7 hours from 8:30 a.m. to 4:30 p.m.
  • Business meetings: Public members will attend 1-4 business meetings per year. Business meetings are expected to last 3-4 hours.
  • Training: Public members will attend 3-5 days of training after their appointment.

The Administrative Penalty Tribunal will operate in a digital and paperless environment. Public members will be required to use desktop computers, digital audio systems, software programs, and other technology to keep track of their dockets, decisions, and other materials. * 8. Chair Position
One public member on the Administrative Penalty Tribunal will serve as the Chair. The Chair will have additional responsibilities and will be paid $18,000 annually for performing their duties as Chair (in addition to the other remuneration provided to public members). The qualifications for the Chair are listed below:

  • Demonstrated leadership and administrative skills;
  • Highly developed chairing and facilitation skills;
  • Demonstrated ability to work effectively with others;
  • Knowledge of access to information and privacy legislation; and/or
  • The ability to effectively represent the tribunal and communicate with Toronto City Council, City committees, the media, and the general public.
