Proposed Changes to User Fees

 

Toronto City Council will be considering recommendations to pass bylaws to amend City of Toronto Municipal Code Chapter 441, Fees and Charges, so as to adopt new user fees. The proposed new user fees are new Ravine Bylaw Permit Application Fees for applications required under City of Toronto Municipal Code Chapter 658, Ravine and Natural Feature Protection, for regulated activities within designated ravine areas, including tree injury and destruction and grade alteration.

 

The proposed amendments would introduce a non‑refundable Ravine Bylaw permit application fee structure, with fees applied on a per‑tree basis and differentiated by application complexity, and a flat fee for standalone grade alteration applications that do not involve tree injury or destruction. City of Toronto Municipal Code Chapter 658, Ravine and Natural Feature Protection, would be amended to reflect the new fee requirements set out in Municipal Code Chapter 441 and to require payment of the applicable fee at the time of permit application.

 

The new user fees that are proposed in the February 11, 2026, report from Environment, Climate and Forestry titled Tree Bylaw Review Report and Attachment 2 attached as background documents to Item IE27.8.

 

In the report, the Executive Director, Environment, Climate and Forestry recommend that:

 

5. City of Council amend City of Toronto Municipal Code Chapter 658, Ravine and Natural Feature Protection, substantially in accordance with Attachment 2 to the report (February 11, 2026) from the Executive Director, Environment, Climate and Forestry.

 

6. City Council amend City of Toronto Municipal Code Chapter 441, Fees and Charges, substantially in accordance with Attachment 2 to the report (February 11, 2026) from the Executive Director, Environment, Climate and Forestry.

 

9. City Council direct that the amendments to the City of Toronto Municipal Code Chapter 813, Trees, City of Toronto Municipal Code Chapter 658, Ravine and Natural Feature Protection, City of Toronto Municipal Code Chapter 441, Fees and Charges, City of Toronto Municipal Code Chapters 632, Property, Vacant or Hazardous, City of Toronto Municipal Code Chapter 743, Streets and Sidewalks, Use of, City of Toronto Municipal Code Chapter 918, Parking on Residential Front Yards and Boulevards, and City of Toronto Municipal Code Chapter 608, Parks described in Parts 4, 5, 6, 7 and 8 respectively, come into force on September 1, 2026.
