PROPOSAL

 

The application proposes to demolish 121 existing social housing units at 2-8 Flemington Road, 21-39 Varna Drive, 1-11 Dorney Court, 15-29 Dorney Court, 31-45 Dorney Court, 47-61 Dorney Court, 63-69 Dorney Court, 71-81 Dorney Court, and 83-97 Dorney Court  and redevelop all Phase 2 lands of the TCHC Lawrence Heights revitalization, including new and reconfigured public streets, public parks and community uses, and residential development ranging from six to 28 storeys in height. Phase 2 includes the replacement of 277 social housing units, and the creation of 150 new TCHC affordable units, 44 new TCHC seniors units, 316 non-profit housing units and 961 market units. A Tenant Relocation and Assistance Implementation Plan will be provided to lessen hardship for impacted tenants. A related Official Plan Amendment and Zoning By-law Amendment application (25 251661 NNY 08 OZ) has been submitted for all Phase 2 lands.

 

A Rental Housing Demolition application (25 266763 NNY 08 RH) under Section 111 of the City of Toronto Act, 2006 (Chapter 667 of the Municipal Code) has been submitted to permit the demolition.  Under the City of Toronto Act, 2006, the demolition of a rental property with six or more dwelling units is prohibited without obtaining a permit from the City. Decisions by City Council on the Rental Housing Demolition application are not subject to appeal to the Ontario Land Tribunal (OLT).

PURPOSE OF PUBLIC MEETING

 

The Planning and Housing Committee will receive input and review the proposal and any other material placed before it, in order to make recommendations on the application. These recommendations will then be forwarded to Toronto City Council for its consideration.
