PROPOSAL

Through the Sixplex Study, the City of Toronto evaluated the potential of expanding existing multiplex permissions to allow multiplexes with up to six dwelling units and with heights of up to four storeys on properties in low-rise neighbourhoods city-wide.

The City of Toronto proposes to amend the Official Plan and City-wide Zoning By-law 569-2013 to permit fiveplexes and sixplexes in detached residential buildings in low-rise neighbourhoods city-wide.

The City-initiated Official Plan Amendment (OPA) would expand existing multiplex policy to permit the development of fiveplexes and sixplexes in detached homes on properties designated Neighbourhoods city-wide. The OPA would streamline multiple existing multiplex policies into a single set of policies guiding multiplex development city-wide.

City-wide Zoning By-law 569-2013 would be amended to:

  • Allow multiplexes with up to six units in detached residential buildings in the R, RD, RS, RT, and RM zones, subject to standards related to height, setbacks, and building depth, among others; and
  • Change the definition of an “apartment building” to mean a building with seven or more dwelling units.

These amendments will be considered at the same meeting as amendments proposed by the Multiplex Monitoring Program to improve implementation and facilitate multiplex construction.
