Community Council Recommendations

The Scarborough Community Council recommends that:

 

1. City Council amend the Official Plan for the lands municipally known as 1911 and 1921 Eglinton Avenue East substantially in accordance with the draft Official Plan Amendment included as Attachment 6 to the report (June 22, 2026) from the Director, Community Planning, Scarborough District.

 

2. City Council amend City of Toronto Zoning By-law 569-2013 for the lands municipally known as 1911 and 1921 Eglinton Avenue East substantially in accordance with the draft Zoning By-law Amendment included as Attachment 7 to the report (June 22, 2026) from the Director, Community Planning, Scarborough District

 

3. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Official Plan and Zoning By-law Amendments as may be required.

 

4. City Council request the Executive Director, Development Review, in consultation with the local Ward Councillor and the City Solicitor, to work with the applicant to explore an in-kind community benefit contribution pursuant to Section 37(6) of the Planning Act, to provide community service facilities, and to report back to City Council for further instruction on any offer of in-kind community benefits made by the applicant.

 

5. City Council approve that, in accordance with Section 42 of the Planning Act, prior to the issuance of the first above grade building permit for any part of the lands, the Owner shall convey to the City, an on-site parkland dedication, having a minimum size of 2,541 square metres, to the satisfaction of the Executive Director, Development Review.

 

6. City Council approve the acceptance of on-site parkland dedication, subject to the owner transferring the parkland to the City free and clear, above and below grade, of all easements, encumbrances, and encroachments, to the satisfaction of the Executive Director, Development Review, and in an acceptable environmental condition, to the satisfaction of Chief Engineer and Executive Director, Engineering and Construction Services. The Owner may propose the exception of encumbrances of tie-backs, where such an encumbrance is deemed acceptable by the Executive Director, Development Review, in consultation with the City Solicitor, and such an encumbrance will be subject to the payment of compensation to the City, in an amount as determined by the Executive Director, Development Review, and the Executive Director, Corporate Real Estate Management.

 

7. City Council approve a development charge credit against the Parks and Recreation component of the Development Charges for the design and construction by the Owner of the Above Base Park Improvements to the satisfaction of the General Manager, Parks and Recreation. The development charge credit shall be in an amount that is the lesser of the cost to the Owner of designing and constructing the Above Base Park Improvements, as approved by the General Manager, Parks and Recreation, and the Parks and Recreation component of development charges payable for the development in accordance with the City's Development Charges By-law, as may be amended from time to time.

 

8. City Council authorize the Chief Planner and Executive Director, City Planning, to enter into agreement(s) with the owner to secure the provision of affordable housing required for the Site on such terms and conditions satisfactory to the Chief Planner and Executive Director, City Planning and in accordance with Site and Area Specific Policy 777, and with such agreement(s) registered in priority on title to the lands if deemed necessary by the City Solicitor and along with a restriction pursuant to Section 118 of the Land Titles Act to be registered on title to the lands, to the satisfaction of the City Solicitor.

 

9. City Council classify the lands municipally known as 1911 and 1921 Eglinton Avenue East as a Class 4 Noise Area pursuant to Ministry of Environment, Conservation and Parks Environmental Noise Guidelines - Stationary and Transportation Sources - Approval and Planning Publication NPC-300, August 2013.

 

10. City Council forward a copy of the Item to the Ministry of Environment, Conservation and Parks.

Summary

This report recommends approval of the application to amend the Official Plan and Zoning By-law on the lands known as 1911 and 1921 Eglinton Avenue East (the "Site") to permit a mixed-use development consisting of eight buildings that range in height from 12 to 48 storeys, a 2,516-square-metre public park and two new public streets (the "Application"). A total of 185,105 square metres of gross floor area is proposed, of which 38,233 square metres will be non-residential space the balance of the gross floor area being residential uses comprised of 2,243 dwelling units.

 

These recommended amendments to the Official Plan and Zoning By-law are consistent with the Provincial Planning Statement (2024) (the "PPS (2024)") and conform to the City's Official Plan, including the Golden Mile Secondary Plan (the "GMSP") and Site and Area Specific Policies ("SASPs") 667, 668 and 777. The recommended amendments facilitate the orderly implementation of a master planned community consistent with the emerging context and evolution of lands in the Golden Mile to a more intense, mixed-use form of development.

This Report reviews and recommends approval of the application to amend the Zoning By-law to permit the construction of an 11-storey mixed-use building at 3310, 3312, 3314 Kingston Road. The proposed building contains 275 residential dwelling units, approximately 18,829 square metres of residential gross floor area and approximately 408 square metres of at-grade non-residential gross floor area that will front Kingston Road. The proposal takes vehicular access from Mason Road and provides two levels of underground parking, indoor and outdoor amenity areas, bicycle parking and loading facilities.

 

Staff recommends approval of the Zoning By-law Amendment to include a Holding (H) provision to ensure final servicing matters are addressed prior to construction. The proposed Zoning By-law Amendment application is consistent with the Provincial Planning Statement (2024) and conforms to the City's Official Plan. It permits appropriately scaled intensification and incorporates a balanced mix of residential and non-residential uses.

Summary

This Report reviews and recommends approval of the application to further amend the site specific Zoning By-law, with a holding provision, at 2180 Lawrence Avenue East to permit the construction of four buildings: a 21-storey residential building (Building A) at the northeast corner of Lawrence Avenue East and Birchmount Road; an 8-storey mid-rise residential building (Building B) along Birchmount Road; a 7-storey mid-rise residential building (Building C) along Dulverton Road; and a 6-storey mid-rise residential building (Building D) on the eastern portion of the site. A total of 488 dwelling units are proposed within the development with a total gross floor area of 26,646 square meters, including 467 square metres of non-residential space.

 

The application will continue to be structured by the principles of development that were previously secured for the site via a site-specific Zoning By-law Amendment applications approved by City Council in 2021 and 2018): maintaining the 21-storey maximum height for Building A and maintaining the previously approved Privately Owned Publicly Accessible Space, while providing a larger on-site parkland dedication at the north-east corner of the site.

 

The recommended Zoning By-law Amendment is consistent with the Provincial Planning Statement (2024) and conforms to the City's Official Plan. Overall, the proposed development represents balanced development designed to function together to provide a cohesive public realm and add new residential units and an active frontage along Lawrence Avenue East, and public amenities to this area.

Summary

This report reviews and recommends approval of the application to amend the Official Plan and Zoning By-law to permit a non-profit community centre and recreational sports field (Phase 1 of the development) and an auditorium (future Phase 2) at 251 Staines Road (formerly addressed 311 Staines Road). The proposal is located on City-owned land, which is subject to a land lease agreement with the Tamil Community Centre for the construction and operation of a non-profit community centre. The proposed Community Centre will provide a multi-purpose facility to serve the Tamil Community as well as the surrounding community.

 

This report recommends a Holding (H) provision for Phase 2 (Auditorium) to ensure that the identified transportation matters are addressed to the satisfaction of the Director, Engineering Review, Development Review prior to the construction of that phase.

 

The proposed Official Plan Amendment and Zoning By-law Amendment applications are consistent with the Provincial Planning Statement (2024) and conform to the City's Official Plan, the Morningside Heights Community Secondary Plan and Site and Area Specific Policy (SASP) 141: Rouge Valley Area.

Summary

This report recommends approval of the application to amend the Official Plan and Zoning By-law at 3583 and 3585 Lawrence Avenue East to permit the construction of two towers (35 and 34 storeys) containing 661 residential units, with retail at grade and medical office uses on the second storey. The development proposes 61,304 square metres of gross floor area (GFA), consisting of 58,747 square metres of residential gross floor area and 2,557 square metres of non-residential gross floor area, resulting in a floor space index (FSI) of 8.65. The existing one-storey commercial building will be demolished.

 

This report recommends including a Holding (H) provision in the zoning by-law for the subject site to ensure that the identified infrastructure matters are addressed to the satisfaction of the Chief Engineer, Engineering Construction Services and a revised Pedestrian Level Wind Study, including a Wind Tunnel Study, is submitted to the satisfaction of the Chief Planner and Executive Director, City Planning.

 

The proposed development is consistent with the Provincial Planning Statement 2024 (PPS 2024) and conforms to the City's Official Plan. The proposal will intensify an underutilized site at the intersection of two major arterial roads benefiting from frequent public transit. The existing and planned context of the surrounding area make the lands suitable for a higher density, mixed use development.

Summary

This report recommends approval of the application to amend the Zoning By-law to permit the development of a 13-storey mixed-use rental building at 4129, 4137 and 4139 Lawrence Avenue East. A total gross floor area of 18,297 square metres is proposed, consisting of 18,173 square metres of residential gross floor area (259 residential units) and 124 square metres of non-residential gross floor area, resulting in a floor space index (FSI) of 5.29 times the area of the lot. The proposal will contain 77 affordable rental units and 182 rent-controlled units. The anticipated affordability period, as secured through a Contribution Agreement with the Housing Development Office, will be 40 years.

 

The proposed Zoning By-law Amendment is consistent with the Provincial Planning Statement (2024). The proposed development also conforms to the general intent of the City's Official Plan by proposing residential and retail/commercial uses. The proposal will intensify an underutilized site along an Avenue designated Mixed Use Areas and represents a compatible infill development consistent with the existing and planned context.

 

This report recommends a Holding (H) provision on the site to ensure that the identified archaeological assessments are addressed to the satisfaction of Senior Manager, Heritage Planning.

Community Council Recommendations

The Scarborough Community Council recommends that:

 

1. 3. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Official Plan Amendment and draft Zoning By-law Amendment as may be required.

 

4. City Council request the Executive Director, Development Review in consultation with the Ward Councillor and other relevant staff, to work with the owner to secure an in-kind community benefit package pursuant to Section 37(6) of the Planning Act that may include providing a community space that would meet the requirements of the Community Space Tenancy Policy and which does not preclude meeting the facility needs of the 6 Thora Project group, and to report back to City Council for further instruction on any offer of in-kind community benefits made by the owner.

 

5. City Council request that the owner make reasonable commercial efforts to identify, in consultation with the Executive Director, Development Review, a suitable off-site parkland dedication as a substitution for an on-site parkland dedication (the "Off-site Parkland") that:

 

a. is accessible to the area where the subject site is located;

 

b. is a good physical substitute for any on-site parkland dedication;

 

c. is free and clear, above and below grade, of all easements, encumbrances, and encroachments;

 

d. is in an acceptable environmental condition; and

 

e. the value of the Off-site Parkland shall not exceed the estimated value of the on-site dedication that would otherwise be required, which value may include the cost of acquiring the land, land transfer tax, typical closing cost and reasonable real estate commissions of up to 5 percent;

 

all to the satisfaction of the Executive Director, Development Review.

 

6. Should the Executive Director, Development Review, and the owner agree to a property as a substitution for an on-site dedication, City Council accept conveyance of the Off-site Parkland, in full or partial fulfilment of the parkland dedication requirements, pursuant to Section 42 of the Planning Act, with conveyance to the City to occur prior to the issuance of the first above grade building permit in accordance with the following:

 

a. in the event the total cost of acquiring the land for the Off-site Parkland, including the purchase price, less reasonable real estate commissions of up to five percent, land transfer tax, and typical closing adjustments incurred, to the satisfaction of the Executive Director, Development Review, is less than the value of the parks levy calculated at the time of submission of an application for the first above-grade building permit for the development, the difference shall be paid to the City as a cash-in-lieu of parkland payment prior to the issuance of the first above-grade building permit for the development; and

 

b. in the event the owner is unable to provide a substituted Off-site Parkland to the City, the owner will be required to satisfy the parkland dedication requirement through a cash-in-lieu of parkland payment prior to the issuance of first above grade building permit in accordance with Chapter 415 Article III of the Municipal Code,

 

all to the satisfaction of the Executive Director, Development Review, and the City Solicitor.

 

7. City Council approve a development charge credit against the Parks and Recreation component of the Development Charges for any design and construction by the owner of the Above Base Park Improvements to the satisfaction of the General Manager, Parks and Recreation; the development charge credit shall be in an amount that is the lesser of the cost to the owner of designing and constructing the Above Base Park Improvements, as approved by the General Manager, Parks and Recreation, and the Parks and Recreation component of development charges payable for the development in accordance with the City's Development Charges By-law, as may be amended from time to time.

 

8. City Council direct the City Solicitor to withhold the necessary Bills for enactment, until:

 

a. the owner or applicant has, at its sole cost and expense, provided a revised Pedestrian Level Wind Study including a Wind Tunnel Study, with recommendations implemented to address the findings of the studies regarding the wind conditions in and around the site, to the satisfaction of the Executive Director, Development Review and the Chief Planner and Executive Director, City Planning;

 

b. the owner or applicant has entered into a land exchange agreement to acquire the lands municipally known as 6 Thora Avenue  (the "City Land") from the City, in exchange for nearby parkland of equal or greater size and utility as required by the Official Plan, subject to the necessary approvals being granted by the appropriate City authorities to declare the City Land surplus and authorize the land exchange;

 

c. the land exchange is complete to the satisfaction of the Executive Director Corporate Real Estate Management, the General Manager, Parks and Recreation and the Chief Planner and Executive Director of City Planning; and

 

d. the owner or applicant has applied to Transportation Services for, and City Council has approved the permanent closure of a portion of the public laneway abutting 6 Thora Avenue, 511 and 513 Victoria Park Avenue (the "Lane") and the owner has acquired ownership of the Lane to be included as part of the Development Site, subject to the necessary approvals being granted by the appropriate City authorities to declare the Lane surplus and authorize the sale of the Lane to the owner,

 

provided that none of the foregoing conditions shall fetter the discretion of the relevant City authorities in considering such matters or impose any obligations on the City in its capacity as owner of the City Land and the Lane, or fetter the discretion of City Council in determining whether to close the Lane.

 

9. City Council request the Executive Director, Social Development, or their designate, meet with the 6 Thora Project Partners to provide an overview of the Community Space Tenancy Policy, including eligibility requirements, lease conditions, potential operating costs, and the application process for prospective tenants.

 

10. City Council request the Executive Director, Housing Secretariat to engage in discussions with the owner to strongly encourage their participation in programs available under Rental Housing Supply Program, to support building affordable units in the 507, 511 and 513 Victoria Park Avenue and 4, 6, 7, 11 and 14 Thora Avenue development.

 

11. City Council request Toronto Housing Secretariat staff to convene a meeting with housing advocates and community organizations in the Taylor Massey /Oakridge neighbourhood to discuss local housing needs and provide information on options for improving access to deeply affordable housing in this development and the broader neighbourhood under the Rental Housing Supply Program and other housing affordability programs.

 

12. City Council encourage the applicant, in the event any new childcare centre is located within the development at 507, 511 and 513 Victoria Park Avenue and 4, 6, 7, 11 and 14 Thora Avenue, to consider operating the new childcare centre as a non-profit entity and to enter into a purchase of service agreement with the City to offer affordable options for residents, as may be necessary.

Summary

This report recommends approval of the application to amend the Official Plan and Zoning By-law to permit two mixed use buildings (35 and 17 storeys) with a shared L-shaped podium at 507, 511 and 513 Victoria Park Avenue and 4, 6, and 14 Thora Avenue.

 

The development proposal includes 41,284 square meters of residential gross floor area, 380 square metres of retail space, 641 square metres of community space, and 184 square metres of private daycare/nursery space. The development is supported by 2,040 square metres of indoor and outdoor amenity space, 418 bicycle parking spaces, and 104 vehicle parking spaces.

 

The report also contemplates two separate parkland matters. The first is a proposed 1,432.7 square metre public park at 7 and 11 Thora Avenue (the "Land Exchange Parkland"), which would be secured through a land exchange involving City-owned lands at 6 Thora Avenue. The second is a separate request for the applicant to make efforts to secure land for an off-site parkland dedication to satisfy their parkland dedication requirements, pursuant to Section 42 of the Planning Act (the "Off-site Parkland").

 

The proposed development site includes City-owned property, including a vacant City recreation asset at 6 Thora Avenue on land designated as Parks and Open Space in the City's Official Plan, and a public laneway. The approvals being sought in this report are conditional on further negotiations and required approvals related to City-owned lands. This includes a proposed real estate transaction to exchange the City's land with the applicant-owned lands at 7 and 11 Thora Ave to enable additional city-building opportunities (expanding public parklands and delivering community amenities) and a required stop-up and close bylaw for the public laneway.

 

The Official Plan and Zoning By-law Amendment application is consistent with the Provincial Planning Statement (2024) and conforms to the City's Official Plan, including Site and Area Specific Policy 622. This proposal allows for the intensification of the subject site, with a mix of residential retail, and community uses, that is appropriate for its location within a Protected Major Transit Station Area.

Summary

This report reviews and recommends approval of the application to amend the Zoning By-law to permit a 9-storey (38.81 metres including MPH) long-term care building with approximately 512 beds and 2,636 square metres of amenity space at 1020 McNicoll Avenue. The development would result in 31,896 square metres of total gross floor area, including 2,395 square metres of non-residential floor space. A total of 67 parking spaces, including 6 accessible spaces are proposed.

 

The development proposal is located on the southern portion of the subject site, while an existing 5-storey long-term care building situated on the northern portion of the site will be retained. A future consent application is anticipated through a separate planning process to sever the proposed "Development Site" from the "Total Site" to create two parcels, each with its own long term care building and associated servicing connections.

 

The Zoning By-law Amendment application is consistent with the Provincial Planning Statement (2024) and conforms to the City's Official Plan and the applicable Site and Area Specific Policies (SASP 791) specific to these lands. The proposal represents good planning by intensifying the land use and adding additional long term care beds to serve the local community.

Summary

The subject Draft Plan of Subdivision application proposes to create a total of sixteen blocks consisting of: five mixed use development blocks with buildings ranging in height from 12 to 33 storeys; two park blocks totaling approximately 7,880 square metres to be conveyed to the City for public park purposes; one block that will contain the existing mall; two private road blocks; two reserve blocks; and four public streets.

Summary

This report reviews and recommends approval of the application to amend the Official Plan and Zoning By-law to permit a 9-storey long-term care facility at 60 Guildwood Parkway. The Official Plan Amendment proposes a redesignation of the subject property from Neighbourhoods to Institutional Areas to facilitate the proposed development and would introduce a new Site and Area Specific Policy. A total gross floor area of 29,848 square metres is proposed, consisting of 512 resident rooms and associated long-term care uses, resulting in a floor space index (FSI) of 0.98 times the area of the lot.

 

A Holding (H) provision is recommended to be included in the Zoning By-law Amendment for the subject site to ensure that the identified infrastructure matters are addressed to the satisfaction of the Director, Engineering Review, Development Review.

 

The proposed development is consistent with the Provincial Planning Statement 2024 (PPS 2024) and conforms to the City's Official Plan. The proposal will facilitate the redevelopment of the existing long-term care facility, providing a new and appropriately scaled building that will continue to serve the community providing much needed additional long-term care beds to support the needs of Toronto's growing and aging population.

Community Council Recommendations

The Scarborough Community Council recommends that:

 

1. In accordance with the delegated approval under Section 415-16 of the Toronto Municipal Code, as amended, City Council be advised that the Executive Director, Development Review intends to approve the Draft Plan of Subdivision as generally illustrated in Attachment 3 to the report (June 22, 2026) from the Director, Community Planning, Scarborough District subject to:

 

a. the conditions as generally listed in Attachment 4 to the report (June 22, 2026) from the Director, Community Planning, Scarborough District which, except as otherwise noted, must be fulfilled prior final approval and the release of the Plan of Subdivision for registration;

 

b. resolution of outstanding matters arising from the technical review of the application, as set out in this Report, to the satisfaction of the Executive Director, Development Review or their designate; and

 

c. any such revisions to the proposed subdivision plan or any such additional or modified conditions as the Executive Director, Development Review may deem to be appropriate to address matters arising from the on-going technical review of this development.

 

2. City Council approve that in accordance with Section 42 of the Planning Act prior to the issuance of the first above grade building permit, the Owner shall convey to the City, an on-site parkland dedication, having a minimum size of 2,442 square metres, to the satisfaction of the Executive Director, Development Review and the City Solicitor.

 

3. City Council approve the acceptance of the on-site parkland dedication, subject to the owner transferring the parkland to the City free and clear, above and below grade, of all easements, encumbrances, and encroachments, in an acceptable environmental condition; the owner may propose the exception of encumbrances of tiebacks, where such an encumbrance is deemed acceptable by the Executive Director, Development Review, in consultation with the City Solicitor; and such an encumbrance will be subject to the payment of compensation to the City, in an amount as determined by the Executive Director, Development Review and the Executive Director, Corporate Real Estate Management.

 

4. City Council approve a development charge credit against the Parks and Recreation component of the Development Charges for the design and construction by the Owner of the Above Base Park Improvements to the satisfaction of the General Manager, Parks and Recreation. The development charge credit shall be in an amount that is the lesser of the cost to the Owner of designing and constructing the Above Base Park Improvements, as approved by the General Manager, Parks and Recreation, and the Parks and Recreation component of development charges payable for the development in accordance with the City's Development Charges By-law, as may be amended from time to time.

Summary

The Draft Plan of Subdivision application proposes to create a series of development blocks, a new public park, an environmental buffer, a public street and various road widenings and reserves to facilitate the development of 9940 Sheppard Avenue East with residential uses.

 

The new public street will extend north from Sheppard Avenue East, east of Meadowvale Road, runs between the two proposed residential blocks to the east and the future development block to the west, and connect to Meadowvale Road. The park block will front the newly created street between two residential blocks and back onto lands forming part of the Rouge National Urban Park. The zoning for the subject lands, currently vacant, was approved by the Ontario Municipal Board in 1996, and the current applications assist in activating the development potential of the site.

 

This report advises that the Executive Director, Development Review or their designate, the Director of Community Planning, Scarborough intends to approve the Draft Plan of Subdivision, as generally depicted in Attachment 3 of this report, after outstanding matters arising from the technical review of the application, as set out in this report, have been addressed.

 

The proposed development is consistent with the Provincial Planning Statement (2024) (PPS (2024)). The proposed development also conforms to the City's Official Plan and Zoning By-law and has regard for the criteria in Section 51(24) of the Planning Act, subject to addressing outstanding matters from the ongoing technical review of the application.

Summary

This report outlines the outcomes of the Coronation Drive Employment Area Review ("the Review") and presents a coordinated set of planning, economic development and transportation recommendations intended to support the long-term viability of this Employment Area while aiming to ensure appropriate compatibility with the adjacent residential Neighbourhoods.

 

Initiated in response to issues related to heavy vehicle traffic, the Review draws on technical analysis, policy considerations and extensive stakeholder consultation. The recommendations aim to reinforce the role of the Coronation Drive Employment Area within the City's planning framework, and introduce targeted measures, such as strategic business attraction and road safety improvements, to balance economic viability with the safety and livability of the surrounding area.

 

This report also recommends approval of a City-initiated Official Plan Amendment to implement Site and Area Specific Policy 938 ("SASP 938"), which would require that new development or redevelopment within the Coronation Drive Employment Area evaluate transportation impacts on the surrounding area related to the movement of trucks and implement measures to mitigate negative impacts, as needed.

 

A companion report titled "Speed Limit Reduction - Coronation Drive" will be presented at the Scarborough Community Council meeting on July 9, 2026. This report recommends reducing the speed limit on Coronation Drive from 50 km/h to 40 km/h between Manse Road and Beechgrove Drive.

2. Summary

This report provides updates on item SC31.2 - 3718 and 3730 Kingston Road – Zoning By-law Amendment. On June 3, 2026 the applicant appealed the application to the Ontario Land Tribunal (the "OLT") citing the failure of City Council to make a decision within the time frame legislated by the Planning Act.

 

Through the Decision Report submitted to Scarborough Community Council, staff recommended approval of the 24 storey building containing 419 residential units and 672 square metres of non-residential gross floor area. Scarborough Community Council considered this item and recommended that City Council refuse the application. City Council subsequently considered the item on May 21, 2026, and referred it to the July 9, 2026 Scarborough Community Council meeting to allow the proponent to finalize their proposal in conjunction with a community meeting paid for at their expense. As the applications have been appealed, the requests made of the applicant through the referral have not been undertaken.

 

The appealed application remains in the form previously recommended for approval by staff. This report recommends that City Council direct the City Solicitor and other staff as appropriate, attend the OLT to support the application in its current form.

Summary

This report recommends that City Council classify a portion of the lands at 1891 Eglinton Avenue East as a Class 4 Noise Area under the Environmental Noise Guideline, Stationary and Transportation Sources - Approval and Planning (Publication NPC-300) ("Environmental Noise Guideline (NPC-300)") administered by the Ministry of Environment, Conservation and Parks ("MECP"). The purpose of this classification is to implement a mixed-use development on the Future Development Lands ("FDL") area identified in the Official Plan Amendment for the subject lands.

 

A Noise Assessment Study was prepared by Arcadis in support of the development of the FDL area on the lands at 1891 Eglinton Avenue East, which confirms that the site is suitable for a Class 4 Area classification as identified in the Environmental Noise Guideline NPC-300. This Study has been peer reviewed by a consultant retained on behalf of the City, who agrees that this site is a candidate for Class 4 Area classification.

 

A Class 4 Area allows for higher sound level limits than would otherwise be permitted in relation to a noise sensitive land use, such as residential dwellings and associated outdoor living areas. The impact of such higher levels is mitigated by the implementation of specified noise control measures as part of associated future development approval processes.

 

A Class 4 Area classification endorsed by City Council resolution would allow for existing industrial or commercial operations close to the subject site to use this noise classification and sound level limits in applications for required provincial approvals, including operation certificates.

Summary

City Council adopted the Commemorative Framework at its July 2022 meeting. The Framework provides guidance to the public, Elected Officials, and City staff regarding the commemorative naming and renaming of streets and City properties, and the consideration of proposals for new and existing commemorative monuments.  

 

The proposal to name the new long-term care home at 4610 Finch Avenue East in honour of Bernice Redmon advances the City’s broader equity and commemorative objectives by recognizing the contributions of a historically underrepresented individual, while supporting more inclusive storytelling in public spaces in alignment with the City’s Commemorative Framework.

 

Seniors Services and Long-Term Care, in collaboration with Economic Development and Culture Division and Strategic Partnerships reviewed the application to name the property. The review concluded that the naming proposal complies with the criteria of the City of Toronto Property Naming Policy and aligns with the Guiding Principles for Commemoration, as outlined in the City of Toronto’s Commemorative Framework.

Community Council Recommendations

The Scarborough Community Council recommends that:

 

1. City Council authorize the General Manager, Transportation Services, in consultation with the City Solicitor and other appropriate City officials, to negotiate, enter into, execute, amend, administer agreements with Metrolinx respecting temporary retaining walls and other similar structures and installations installed wholly within the City road right-of-way and required for construction of the Scarborough Subway Extension project, including provisions respecting design, construction, access, inspection, monitoring, maintenance, insurance, indemnification, liability, removal, restoration, and other related matters, on terms satisfactory to the General Manager, Transportation Services and in a form satisfactory to the City Solicitor.

 

2. City Council direct that the agreements contemplated in Recommendation 1 include indemnification and hold harmless provisions in favour of the City, on terms satisfactory to the General Manager, Transportation Services and the City Solicitor, respecting any claims (including third party claims), damages, costs, losses, and liabilities arising from or related to the temporary retaining walls and associated construction activities.

Summary

This report seeks City Council authority to enter into one or more agreements with Metrolinx respecting temporary retaining walls and other similar structures and installations required within the City road right-of-way for construction of the Scarborough Subway Extension (SSE) project.

 

Metrolinx identified several locations where temporary retaining walls are required to facilitate traffic diversions, excavation activities, and associated construction works. The temporary retaining walls will be constructed, maintained and removed by Metrolinx as part of the SSE project, with the affected portion of the road right-of-way restored upon completion of the works.

 

Transportation Services staff have determined that the delegated authority provisions under Chapter 743, Use of Streets and Sidewalks, of the Toronto Municipal Code do not clearly contemplate agreements for temporary retaining walls and other similar structures and installations located entirely within the public road right-of-way.

 

The proposed agreements will establish Metrolinx’s responsibilities with respect to the design, construction, inspection, maintenance, monitoring, insurance, indemnification, removal, and restoration of the temporary structures. The recommendations in this report authorize the General Manager, Transportation Services, in consultation with the City Solicitor, to negotiate, enter into, amend, and execute such agreements with Metrolinx.

As this report recommends the permanent closure of a portion of a public highway, City Council approval of this report is required.

 

Transportation Services recommends that City Council permanently stop up and close the portions of the public highway municipally known as 6600 Lawrence Avenue East, that are lands north of Lawrence Avenue East and west of Starspray Boulevard, legally described as Parts 1 and 2 on Plan 66R-34623 (the “Subject Lands”).

 

The Subject Lands form part of the Lawrence Avenue East public right-of-way but are not required for current or future municipal transportation purposes. The proposed gate will be constructed of clear tempered glass and will measure approximately 1.2 metres in height and 0.81 metres in width, with self-closing and self-latching mechanisms.

 

The proposed gate does not comply with the access protection and construction requirements of Chapter 447 of the Toronto Municipal Code. Specifically, where a building wall forms part of a swimming pool enclosure, access to the enclosed pool area through that wall is prohibited. 30 Gilder GP Inc. has undertaken the construction of a 27-storey residential building at 26 Gilder Drive. The site is located on the north side of Gilder Drive, approximately 150 metres east of Midland Avenue.

 

By way of background, Scarborough Community Council, at its meeting on February 20, 2025, adopted Item SC20.8, and in doing so, authorized the temporary closure of a portion of the westbound curb lane and the north sidewalk on Gilder Drive, from February 27, 2025, to June 30, 2026, to enable construction staging operations for the development.

 

The developer has requested an extension of the duration of the construction staging area on Gilder Drive as the project has experienced schedule delays due to weather related impacts, which have affected formwork and window installation activities. Landscaping and sidewalk reinstatement work are also deferred.

 

Transportation Services is requesting authorization to extend the duration of the construction staging area on Gilder Drive for an additional six months, from July 1, 2026 to December 31, 2026, to allow for the construction of the development to be completed.

Summary

Transportation Services, in collaboration with Development Review, is requesting City Council authorization to implement road alterations at Highway 2A/Military Trail as an interim measure to achieve the goals of the Highland Creek Village Transportation Master Plan (TMP).  This work will comprise the following:

- The closure of the south end of Morrish Road through the installation of a cul‑de‑sac

- The closure of the Highway 2A/Kingston Road off‑ramp to Morrish Road

- Associated roadway and geometric modifications

- The delivery of pedestrian connections and landscaping on the closed portion of Morrish Road

The TMP was adopted by City Council in May 2021 and provides the policy context for the proposed changes.

 

Vehicular access to/from Highway 2A/Kingston Road would be maintained via right‑in and right‑out movements at Military Trail, using the existing westbound curb lane, with all other turn restrictions remaining unchanged.  The proposed road alterations are expected to enhance pedestrian safety, improve streetscape conditions, and reduce pedestrian–vehicle conflicts while maintaining acceptable roadway operations.  

 

All design and construction costs associated with the road alterations, including public realm improvements, will be delivered by the developer of 1650 Military Trail through the Section 37 agreement.

This report summarizes the study findings and recommends road safety and traffic management changes for implementation in the Oakridge neighbourhood. The Scarborough Community Council recommends that:

 

1. City Council authorize the installation of a traffic control signal (Intersection Pedestrian Signal) at the intersection of Danforth Avenue and St. Dunstan Drive.

 

2. Subject to approval of Recommendation 1 above, City Council amend parking regulations to implement no parking at all times on both sides of Danforth Avenue, between a point 30.5 meters east of St. Dunstan Drive and 30.5 meters west of St. Dunstan Drive

 

3. Summary

In consultation with the local community, staff developed a Neighbourhood Streets Plan for the Oakridge neighbourhood that investigated speeding of motor vehicles, road safety for vulnerable road users, and other mobility issues. A report to Scarborough Community Council titled Oakridge Streets Plan, dated, June 19, 2026, outlines the plan.

 

The plan proposes changes at three locations where Toronto Transit Commission (TTC) operates a transit service, listed below and shown on a map in Attachment 1:


- Replacing the uncontrolled pedestrian refuge island on Danforth Avenue between Macey Avenue and St. Dunstan Drive with a new traffic signal (intersection pedestrian signal) at the intersection of St. Dunstan Drive and Danforth Avenue.

 

- Signal timing and operational adjustments to the intersection of Danforth Avenue and Danforth Road to improve safety and traffic operations.

 

As the Toronto Transit Commission (TTC) operates a transit service on Danforth Avenue, City Council approval of recommended changes on these streets is required.

Transportation Services is requesting approval to install traffic control signals at the intersection of Warden Avenue, Continental Place, and the private access for 1520-1548 Warden Avenue. This private access is located on the west side of Warden Avenue, approximately 15 metres south of Sylla Avenue. The traffic control signals will provide enhanced safety for all road users and is justified based on the assessment undertaken.

 

In conjunction with the traffic control signal installation, Transportation Services is requesting approval to prohibit northbound and eastbound left turns at all times at the intersection of Warden Avenue and Sylla Avenue. These regulations will address potential sightline and safety concerns resulting from queued vehicles at the proposed traffic signals.

 

Transportation Services is also requesting approval to rescind the existing two-way left-turn-only lane on Warden Avenue, between Ellesmere Road and a point 15 metres north of Sylla Avenue. This will better align with the existing conditions and allow for the installation of dedicated northbound and southbound left turn lanes at the intersection of Warden Avenue and Continental Place/Private Access.

Transportation Services is requesting approval to remove the pedestrian refuge islands (PRI) and replace with traffic control signals at the following two locations on Sheppard Avenue East:

- At the existing PRI located approximately 10 metres west of Massie Street, to be replaced with traffic control signals at the intersection with Massie Street

- At the existing PRI located approximately 440 metres east of McCowan Road, to be replaced with mid-block traffic control signals approximately 390 metres east of McCowan Road

 

The two traffic control signals will provide enhanced safety for all road users and are justified based on the assessments undertaken.  There are several factors for the proposed recommendations:

- PRIs do not provide right-of-way for pedestrians and are not considered an enhanced form of pedestrian crossing protection.

- The heavy traffic on the five-lane cross-sections of Sheppard Avenue East poses potential safety concerns for pedestrians crossing at the subject PRIs to access the TTC bus shelters located on both sides of Sheppard Avenue East.

- The significant distance between the nearest protected pedestrian crossings on Sheppard Avenue East at both PRI locations.

 

The above recommendations will provide improved accessibility and a safer and more convenient crossing of Sheppard Avenue East for pedestrians, including TTC passengers.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision.

 

The report recommends expanding the Free-Floating Car-Share Program operating area into a portion of Ward 20, consistent with the expansion framework approved by City Council in October 2025. The expansion was requested by the City's sole active free-floating car-share operator in response to observed demand and has been developed in consultation with City staff and the local Ward Councillor.

 

If approved, free-floating car-share vehicles operating under a valid permit would be exempt from the City-wide three-hour unsigned parking limit and parking regulations imposing maximum parking periods of one hour or more within the approved expansion area. All other parking regulations would continue to apply, and existing program requirements to prevent vehicle clustering and prolonged parking would remain in effect.

 

The proposed expansion would increase access to one-way car-share services for residents in Ward 20 neighbourhoods located outside permit parking areas, supporting the City's objectives to enhance mobility options and provide greater transportation choice.

 

The Ward Councillor has been advised of the recommendation contained in this report.

Safety measures are needed on Anson Avenue and the surrounding area to help ensure the safety of the community, particularly for families, children, students, seniors, pedestrians, cyclists, and other vulnerable road users travelling near Anson Park Junior Public School. Residents have raised ongoing concerns about speeding, cut-through traffic, traffic volumes, pedestrian safety, parking conditions, and school-area safety, especially during student drop-off and pick-up times when pedestrian activity is higher.

 

At recent community consultation, organized by my office, residents identified Oakridge Drive as an example of a nearby street where road safety measures, including all-way stop controls and traffic calming interventions, have helped address similar neighbourhood concerns. Following resident feedback, we recommend that City staff explore comparable safety improvements for Anson Avenue, including whether all-way stops, traffic calming measures, or a combination of both would be most appropriate. As part of this review, we also request that staff examine the need for potential all-way stop controls at Anson Avenue and Harewood Avenue, Anson Avenue and Allister Avenue, Anson Avenue and Dorset Road, and Randall Crescent/Dorset Road and Allister Avenue, as well as traffic calming measures on Anson Avenue, including additional signage, speed management measures, pavement markings, and other appropriate Vision Zero measures. This highlights the need for Transportation Services to conduct a comprehensive review and determine the most effective safety improvements for Anson Avenue and the surrounding neighbourhood.

Summary

Residents in the surrounding neighbourhood have raised ongoing concerns about road safety at the intersection of Milne Avenue and Wolcott Avenue, particularly related to driver compliance with traffic rules, right-of-way issues, and the safety of pedestrians navigating the intersection. Through consultation my office, residents have expressed support for stronger traffic safety measures at this intersection. Staff have completed the necessary drawings for the installation of speed humps. Community members have asked our office for this, and our office surveyed the residents who live on the road who are fully supportive. The recommendations to install speed humps and cushions is another step towards the introduction of additional traffic calming measures in an area that has a need for increased traffic safety.

Summary

Pharmacy Avenue is a major north-south roadway that serves local residents, pedestrians, cyclists, transit users, and motorists travelling through the surrounding neighbourhood. The intersection of Pharmacy Avenue and Stamford Square South/Rosita Crescent has been identified through community consultation as a location where additional traffic control measures are needed to improve safety and support safer crossings.

 

Residents have raised ongoing concerns about vehicle speeds, traffic volumes, and the difficulty pedestrians experience when crossing Pharmacy Avenue at this location. These concerns are especially pressing given the significant number of families, seniors, children, cyclists, transit users, and other vulnerable road users who rely on this intersection to move safely through the community. A recent collision in the area has further underscored the urgent need for enhanced safety measures, including the installation of a traffic control signal at this intersection.

 

Through consultation with the Councillor’s office, residents expressed support for improved traffic control at this intersection to help facilitate safer pedestrian crossings, improve visibility and compliance, and provide a more predictable environment for all roasd users.

 

Transportation Services supports the installation of traffic control signals at Pharmacy Avenue and Stamford Square South/Rosita Crescent, as it would help address these safety concerns by providing controlled crossing opportunities, supporting vulnerable road users, and improving overall traffic safety in the neighbourhood.
