2. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendment as may be required.
Summary
This Report recommends approval of the application to amend the Zoning By-law to permit the redevelopment of the existing gas station and will add a vehicle washing establishment at 5445 Steeles Avenue East. Along with the revised list of land use permissions, the proposal would renovate the existing facility to consist of four new gas pumps, two electric vehicle charging stations, an expansion of the existing retail store and the removal of the existing drive through restaurant.
This report reviews and recommends approval of the application to amend the Zoning By-law. The proposed Zoning By-law Amendment application is consistent with the Provincial Planning Statement (2024) and conforms to the City's Official Plan. The expanded commercial service uses support in creating an appropriate mix of uses to serve the needs of the community.

1. Summary
On November 14, 2024, City Council adopted the Part Lot Control Exemption Application Decision Report (2024.SC17.4) and enacted the associated Part Lot Control Exemption By-law (By-law 1201-2024) for the development located at 2740 Lawrence Avenue East. The intent of the Part Lot Control Exemption Application and associated by-law were to facilitate the creation and conveyance of 65 three-storey townhouse units with maintenance easements for the development within Blocks 37, 38, 39, 40, 41, 42, 43, 44 and 45 on Plan 66M-2589. The plan of subdivision including a public street was registered on April 11, 2023. The enacted By-law contained an expiry period of two years after enactment, a time period which the current application proposes to extend.
This Report recommends approval of the application to permit the exemption from Part Lot Control to be extended for an additional two years to facilitate completion of the development and to implement the necessary land transactions.

The applicant indicates the reason for requesting removal of two trees is that the trees are causing damage to hardscape areas, uplifting interlocking pavers, and shifting adjacent concrete surfaces, resulting in tripping hazards. The property owner is also concerned the roots could be damaging the foundation of the building.
The two honey locust trees (Gleditsia triacanthos) measure 72 cm and 60 cm in diameter respectively. The City's Tree By-laws do not support the removal of these trees as they are both healthy and maintainable. The permit was denied, and the applicant is appealing the decision. The Community Council has delegated authority from the City Council to make a final decision as to whether a permit may be issued when an applicant appeals the City's decision to deny a tree permit.

Summary
At its meeting on June 4, 2021, Scarborough Community Council requested Transportation Services to report back on sound mitigation along Highway 2A. In response to Community Council direction, Transportation Services retained a consultant to undertake a feasibility study to consider sound mitigation along Highway 2A.
The length studied is approximately 1.5 km per side, for approximately 3.0 km in total along Highway 2A, generally between the Highland Creek overpass and Newmains Court. The intent was to evaluate extent of transportation noise in the area and opportunities to mitigate the noise, including the exploration of building a noise barrier.
As part of the feasibility study, a noise study was completed to confirm the location and desired height of the sound barrier infrastructure and investigate alternative sound mitigation approaches, such as lowering the road classification or reducing posted speeds. Additional studies, including an Arborist Report, Geotechnical Report, and Soil Characteristic Report, were also completed. The final deliverable provided an options-assessment and a Functional Design of sound barriers and informed high-level capital cost estimates for sound mitigation infrastructure.
The City of Toronto does not have a program to assess the eligibility to implement sound mitigation infrastructure along municipal roadways or expressways. While some jurisdictions have programs for assessing the eligibility of noise wall mitigation at locations adjacent to roadways or expressways (e.g. the Ontario Ministry of Transportation, the Region of Peel, and the Town of Oakville), at the municipal level these programs typically include a requirement for cost-sharing between residential property owners and the municipality.
Given that the City of Toronto does not have a means of assessing and prioritizing eligibility for sound barriers (except where those requirements exist as part of the development approval process), or a mechanism to fund (and potentially cost-share with adjacent landowners) such infrastructure, Transportation Services does not recommend advancing the implementation of sound mitigation for Highway 2A.

Transportation Services is requesting approval to install traffic control signals on Kennedy Road at a point 140 metres north of Dancy Avenue and to remove the existing pedestrian refuge island (PRI) on Kennedy Road, approximately 50 metres north of Dancy Avenue. The traffic control signals will provide enhanced safety for all road users and is justified based on the assessment undertaken.
There are several factors for the proposed recommendations:
- PRI's do not provide right-of-way for pedestrians and are not considered an enhanced form of pedestrian crossing protection.
- The heavy traffic on the five-lane cross-section of Kennedy Road poses potential safety concerns for pedestrians crossing at the PRI to access the TTC bus shelters located on both sides of Kennedy Road in the vicinity of the PRI.
- The distance between the nearest protected pedestrian crossings (traffic control signals) on Kennedy Road is approximately 790 metres.
Additionally, staff recommend relocating the existing TTC bus stops and shelters on Kennedy Road to new locations, adjacent to the proposed traffic control signals. This work would be undertaken in conjunction with the installation of the traffic control signals and the removal of the PRI.
The above recommendations will provide improved accessibility and a safer and more convenient crossing of Kennedy Road pedestrians, including TTC passengers.
Financial Impact
The estimated cost to install traffic control signals on Kennedy Road at a point 140 metres north of Dancy Avenue, remove the PRI located approximately 50 metres north of Dancy Avenue, relocate TTC bus shelters on both sides of Kennedy Road north of Dancy Avenue, and complete all associated works, is $250,000.00. Funding would be subject to availability and competing priorities within the Transportation Services 2026 Capital Budget.

Summary
Despite previous amendments to address parking concerns on Raleigh Avenue, the changes have not achieved the intended relief, and the issues persist.
Raleigh Avenue is a residential street where local businesses and residents have been repeatedly inconvenienced by ongoing disregard for current parking bylaws. Issues include illegal parking, blocking of driveways, storage of unlicensed vehicles on the street, and general obstruction of traffic. Direct communication has not resolved the matter, and while Parking Enforcement has responded to numerous complaints and ticketed accordingly, the conduct continues. Both Parking Enforcement and Transportation Services have indicated that a further Parking By-law amendment would be helpful in relieving some of these concerns.
Therefore, on behalf of the residents and businesses along Raleigh Avenue, and by reopening of this item, I am requesting the following.

Scarborough Community Council authorize the installation of traffic calming (eight speed humps) on Flerimac Road, between Lawrence Avenue East and Megan Avenue, generally as shown in Attachments 1 and 2, Drawing No. TC-672 and TC-672-1, dated March 30, 2026 from the Director, Enforcement and Street Management, Transportation Services.
2. Subject to approval of Recommendation 1 above, Scarborough Community Council reduce the speed limit from 50 km/h to 30 km/h on Flerimac Road, between Lawrence Avenue East and Megan Avenue, in conjunction with the installation of speed humps.
Summary
This letter is a follow-up to the request of residents to implement speed humps on Flerimac Road. Staff have completed the necessary drawings for the installation of speed humps. Residents have petitioned our office and engaged all their neighbours who live on the affected street. The recommendations to install speed humps is another step towards the introduction of additional traffic calming measures in an area that has a need for increased traffic safety.

Councillor Neethan Shan recommends that:
1. City Council authorize the installation of traffic calming (two speed cushions) on Morrish Road, between Ellesmere Road and Canmore Boulevard, generally as shown on the attached Drawings No. TC-674-2 and TC-674-3, dated March 2026 from the Director, Enforcement and Street Management, Transportation Services.
2. City Council authorize the installation of traffic calming (19 speed humps) on Morrish Road, between Canmore Boulevard and the north end of Morrish Road, and between Ellesmere Road and the south end of Morrish Road, generally as shown on the attached Drawings No. TC-674, TC-674-1, TC-674-2, TC-674-3, and TC-674-4, dated March 2026 from the Director, Enforcement and Street Management, Transportation Services.
3. Subject to approval of Recommendation 1 and 2 above and in conjunction with the installation of speed cushions and speed humps:
a. City Council rescind the speed limit of 40 km/h on Morrish Road, between the east end of Military Trail and Ellesmere Road.
b. City Council designate a 30 km/h speed limit on Morrish Road, between the south end of Morrish Road and the north end of Morrish Road.
4. Subject to approval of Recommendation 1 above and in conjunction with the installation of the traffic calming (two speed cushions) on Morrish Road, between Ellesmere Road and Canmore Boulevard:
a. City Council prohibit standing at all times on both sides of Morrish Road, between a point 124 metres north of Ellesmere Road and a point 44 metres further north.
b. City Council prohibit standing at all times on both sides of Morrish Road, between Grantown Avenue and a point 44 metres south.
Summary
This letter is a follow-up to the request of community members to implement traffic calming measures on Morrish Road. Staff have completed the necessary drawings for the installation of speed humps. Community members and the Highland Creek Community Association have asked our office for this, and our office surveyed the residents who live on the road who are fully supportive. The recommendations to install speed humps and cushions is another step towards the introduction of additional traffic calming measures in an area that has a need for increased traffic safety.
