Summary

This report recommends approval of the application to amend the Zoning By-law to permit the development of a 24-storey mixed-use building with a 7-storey podium at 3718 and 3730 Kingston Road. A total gross floor area of 30,905 square metres is proposed, consisting of 30,233 square metres of residential gross floor area (419 residential units) and 672 square metres of non-residential gross floor area resulting in a floor space index (FSI) of 5.25 times the area of the lot.

 

The proposed development is consistent with the Provincial Planning Statement 2024 (PPS 2024) and conforms to the City's Official Plan. The proposal will intensify an underutilized site along an Avenue that is well served by both surface transit and emerging higher order transit networks through the Eglinton East Light Rail (EELRT).

 

This report reviews and recommends approval of the application to amend the Zoning By-law.

Community Council Recommendations

The Scarborough Community Council recommends that:

 

1. City Council direct the City Solicitor and appropriate City staff to attend the Ontario Land Tribunal in opposition to the Zoning By-law Amendment application, in its current form, for the lands at 2650 Lawrence Avenue East.

 

2. City Council authorize the City Solicitor and appropriate City staff to attend the Ontario Land Tribunal in opposition to the Official Plan Amendment application for the lands at 2650 Lawrence Avenue East.

 

3. City Council direct the City Solicitor and appropriate City staff to continue discussions with the applicant in an attempt to resolve outstanding issues.

 

4. City Council authorize the City Solicitor and City staff to take any necessary steps to implement City Council's decision, including requesting any conditions of approval that would be in the City's interest, in the event the Ontario Land Tribunal allows the appeal, in whole or in part.

Summary

On November 30, 2022, a Zoning By-law Amendment application was submitted to permit the development of a 25-storey residential building and a 35-storey mixed-use building, each with an eight-storey podium, a shared three-level underground parking garage and a public park on a portion of the lands municipally known as 2650 Lawrence Avenue East. This application was subsequently revised in August 2025, increasing the proposed heights to 33 storeys and 43 storeys, along with an increased unit count and gross floor area while deleting the proposed park.

 

A separate Official Plan Amendment application was submitted on August 13, 2025, concurrently with the revised Zoning By-law Amendment application. The proposed amendment would apply to the entirety of the lands at 2650 Lawrence Ave East. It seeks to amend Official Plan Policy 3.4.8, which requires that development be set back from locations where flooding presents a significant risk to life and property by at least 10 metres or more, depending on the severity of existing or potential natural hazards.

 

On August 20, 2025, the applicant appealed the Zoning By-law Amendment application to the Ontario Land Tribunal (the "OLT") due to City Council failing to make a decision within the prescribed time frames in the Planning Act.

 

On January 13, 2026, the applicant appealed the Official Plan Amendment application to the Ontario Land Tribunal due to City Council failing to make a decision within the prescribed time frames in the Planning Act.

 

This report recommends that the City Solicitor together with appropriate City staff attend the Ontario Land Tribunal hearing to oppose the application in its current form and to continue discussions with the applicant to resolve outstanding issues.

As the Toronto Transit Commission (TTC) operates a transit service on Victoria Park Avenue, City Council approval of this report is required.

 

Ontario Limited is constructing a 36-storey rental tower and a 12-storey affordable housing tower at 777 Victoria Park Avenue. The site is located on the northeast corner of Victoria Park Avenue and Denton Avenue.

 

Transportation Services is requesting authorization to temporarily close the east sidewalk and a portion of the northbound lane in Victoria Park Avenue; and the north sidewalk and a portion of the westbound lane on Denton Avenue for a period of 40 months, from March 26, 2026 to June 30, 2029, in order to enable construction staging operations for the development.

 

Pedestrians will be redirected into a 1.8 metre wide covered and protected walkway within the closed portion of the northbound lane on Victoria Park Avenue. As a result of the sidewalk closure on the north side of Denton Avenue, pedestrians will be redirected to the south side of the roadway, at the all-way stop control at the intersection of Denton Avenue and Macey Avenue.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision.

 

Transportation Services is recommending that the existing parking prohibition on the east side of Nantucket Boulevard, south of Wickware Gate, be amended to allow parking between the months of November and April. The proposed amendment will provide on-street parking for the use of employees working at the City of Toronto's winter maintenance depot, located at 1 Nantucket Boulevard.

 

When plowing and salting is activated during winter events, operators drive to the depot from across the region. Parking has been maximized within the depot but there is not enough space on-site for all employee’s private vehicles. The proposed changes will not impact the operation of Nantucket Boulevard, which is wide enough to maintain two-way traffic and double-sided parking, and will add approximately 30 on-street spaces.

Transportation Services is recommending the installation of speed humps on St. Andrews Road, between Brimley Road and McCowan Road. Staff's assessment indicates the criteria as set out in the Traffic Calming Policy has been satisfied. Therefore, speed humps should be installed on St. Andrews Road.

 

During the course of the investigation, it was noted that there are discrepancies between the signed and by-lawed speed limit on St. Andrews Road. Recommendation 2 in this report will correct this found inconsistency.

1. Re-opened Item SC28.24, titled “Waldock Street - Parking Zones Adjustments” with respect to Recommendations 1 and 2.

 

2. Deleted Recommendations 1 and 2 of its decision on Item SC28.24 and adopt the following instead:

 

1. Scarborough Community Council amend the existing school bus loading zone, in effect from 8:00 a.m. to 5:00 p.m., on the north side of Waldock Street, between a point 133 metres east of Galloway Road and a point 37 metres further east, to be in effect between a point 151.5 metres east of Galloway Road and a point 18.5 metres further east.

 

2. Scarborough Community Council amend the existing maximum 30-minutes parking regulation, in effect from 8:00 a.m. to 4:00 p.m., Monday to Friday, on the north side of Waldock Street between a point 90 metres east of Galloway Road and a point 43 metres further east, to be in effect between a point 90 metres east of Galloway Road and a point 61.5 metres further east.

Summary

I am requesting to reopen Item SC28.24 - Waldock Street - Parking Zones Adjustments, which was adopted by the Scarborough Community Council on January 13, 2026.

 

Transportation Services identified that the original wording in Recommendation 1 omitted the reference to the north side of Waldock Street, and Recommendation 2 did not include the street name or specify the side of the street.

 

As the original approval occurred less than one year ago, Council procedures require that the previously approved item be re-opened in order to amend parking regulations.

Summary

Local businesses have raised concerns about vehicles stopping along the south side of Upton Road, as it can limit maneuverability and create operational challenges by occasionally obstructing industrial driveways. In this commercial area, on-street stopping can interfere with loading activity, delivery access, and the efficient movement of vehicles, particularly during peak business hours or winter conditions when snow storage further narrows the roadway.

 

Expanding the existing restriction would help improve overall roadway operations and reduce the potential for vehicle conflicts.

 

The proposed change is supported by Toronto Police Service Parking Enforcement, who have identified the operational benefits of a clearer curbside area in maintaining safe and orderly traffic movement within the business district, as well as by Enforcement and Street Management, Transportation Services, which has submitted a technical memorandum.
