Community Council Recommendations
The Etobicoke York Community Council recommends that:
1. City Council amend City of Toronto Zoning By-law 569-2013 for the lands municipally known as 750 Queen's Plate Drive substantially in accordance with the draft Zoning By-law Amendment included as Attachment 5 to the report (April 14, 2026) from the Director, Community Planning, Etobicoke York District.
2. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendment as may be required.
3. Before introducing the necessary Bills to City Council for enactment, City Council require that the owner:
a. Submit to the Director, Engineering Review, Development Review for review and acceptance, a Functional Servicing Report to determine the storm water runoff, sanitary flow and water supply demand resulting from this development and whether there is adequate capacity in the existing municipal infrastructure to accommodate the proposed development; and
b. Make satisfactory arrangements with Engineering Review, Development Review and enter into the appropriate agreement with the City, which may include entering into an appropriate agreement with the City, for the design and construction of any improvements to the municipal infrastructure, should it be determined that upgrades are required to the infrastructure to support this development, according to the accepted Functional Servicing Report accepted by the Director, Engineering Review, Development Review.

Community Council Recommendations
The Etobicoke York Community Council recommends that:
1. City Council direct the City Solicitor and appropriate City Staff to attend the Ontario Land Tribunal in opposition to the current application regarding the Zoning By-law Amendment Application appeal for the lands municipally known as 2915, 2917, 2939, 2941 and 2943 Bloor Street West and to continue discussions with the applicant in an attempt to resolve outstanding issues.
2. City Council authorize the City Solicitor and City Staff to take any necessary steps to implement City Council's decision, including requesting any conditions of approval that would be in the City's interest, in the event the Ontario Land Tribunal allows the appeal, in whole or in part.

On October 1, 2025, the City received an application to amend the Zoning By-law to permit a 29-storey mixed-use building, containing 423 dwelling units, including 7 rental replacement units, and 1,024 square metres of non-residential space at 2915, 2917, 2939, 2941 and 2943 Bloor Street West.
On February 13, 2026, the applicant appealed the Zoning By-law Amendment application to the Ontario Land Tribunal (“OLT”) citing City Council’s failure to make a decision within the time frame in the Planning Act. A Case Management Conference at the OLT is scheduled for April 28, 2026.
This Report recommends that the City Solicitor with the appropriate City Staff attend the OLT hearing to oppose the application in its current form and to continue discussions with the applicant to resolve any outstanding issues.

Community Council Decision
The Etobicoke York Community Council:
1. Authorized the closure of the south sidewalk and a 3 metre wide portion of the eastbound curb lane on Widdicombe Hill Boulevard, between a point 85 metres west of Denfield Street and a point 140 metres further west and provision of a temporary pedestrian walkway within the closed portion of the eastbound curb lane, from April 30, 2026 to February 28, 2027, inclusive.
2. Rescinded the existing parking prohibition in effect at all times on the south side of Widdicombe Hill Boulevard, between a point 38 metres west of Denfield Street and a point 54 metres west thereof.
3. Rescinded the existing parking prohibition in effect at all times on the south side of Widdicombe Hill Boulevard, between a point 200 metres north of Eglinton Avenue West and a point 45 metres east thereof.
4. Rescinded the existing permit parking regulation in effect from 12:01 a.m. to 7:00 a.m. daily on the odd (south) side of Widdicombe Hill Boulevard, from a point 162 metres north of Eglinton Avenue West to a point 174 metres further north.
5. Prohibited stopping at all times on the south side of Widdicombe Hill Boulevard, between Denfield Street and a point 314 metres west.
6. Directed the applicant to sweep the construction site and adjacent sidewalks and roadways daily, or more frequently as needed to be cleared of any construction debris and made safe.
7. Directed the applicant to construct and maintain a fully covered, protected and unobstructed walkway for all pedestrians, including for those with mobility devices, for the entire duration of the construction staging area permit to the satisfaction of the City engineer and ensure it is compliant with the Accessibility for Ontarians with Disabilities Act (AODA).
8. Directed the applicant to ensure that the existing sidewalks or the proposed pedestrian walkway have proper enhanced lighting to ensure safety and visibility at all times of the day and night.
9. Directed the applicant to clearly consult and communicate all construction, parking and road occupancy impacts with local business improvement areas and resident associations in advance of any physical road modifications.
10. Directed the applicant to install appropriate signage and request the applicant to maintain all sightlines to ensure that pedestrians, cyclists and motorists safety is considered at all times.
11. Directed the applicant to provide a sufficient number of traffic control persons as determined by the Work Zone Coordinator and Toronto Police Construction Liaison Officer, on a daily basis to control construction vehicle access and egress to and from the site and maintain a safe environment for the public.
12. Directed the applicant to provide a sufficient number of pay-duty Police Officers as determined by the Work Zone Coordinator and Toronto Police Construction Liaison Officer, during large scale concrete pours and large scale material deliveries to control vehicle access and egress to and from the site and maintain a safe environment for the public.
13. Directed the applicant to install cane detection within the covered and protected walkway to guide pedestrians who are visually impaired.
14. Directed the applicant to post a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site.
15. Directed the applicant to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor.
16. Directed the applicant to cooperate with and provide all necessary assistance to the City Engineers, staff and representatives carrying out operation, maintenance, and construction activities to municipal infrastructure within the vicinity of the construction staging area, and at no cost to the City to remove any staging to accommodate the necessary municipal infrastructure work.
17. Directed that Widdicombe Hill Boulevard be returned to its pre-construction traffic and parking regulations (except with parking rates and hours of operation being consistent to the rates and hours of operation at the time of completion) when the project is complete.
18. Directed the General Manager, Transportation Services to temporarily pause the issuance of any new on-street parking permits on Widdicombe Hill Boulevard until such a time as construction is completed on Widdicombe Hill Boulevard.

The purpose of this report is to conclude the Maple Leaf and Rustic Neighbourhood Streets Plan. The Streets Plan assessed existing conditions, engaged with the public and community organizations, and proposed appropriate changes to neighbourhood streets.
This report is a summary of the study findings and recommends changes for road safety and traffic management in the Maple Leaf and Rustic neighbourhood. Recommendations include a study of the Keele-Lawrence intersection, two new pedestrian crossings including a midblock safety improvement, new and refreshed pavement markings, parking and stopping restrictions, and school crossing guard studies.
Other options for change have been identified by the study; these options include traffic calming measures, new sidewalks and further turn and entry restrictions on local roads. No recommendation regarding these options is made at this time. This report documents the findings of the Maple Leaf and Rustic Streets Plan study to support future case-by-case consideration in consultation with the local Councillor.
A companion report entitled 'Maple Leaf Drive and Falstaff Avenue - Traffic Safety Improvements' seeks approval for proposed changes for which City Council approval is required, including designation of Community Safety Zones and changes on Maple Leaf Drive where the Toronto Transit Commission (TTC) operates a transit route.

As the Toronto Transit Commission (TTC) operates a transit service on Royalcrest Road, City Council approval of this report is required.
GHD Group, on behalf of the City of Toronto’s Engineering and Construction Services, is undertaking the replacement of a structural culvert located on Royalcrest Road, approximately 40 metres east of Highway 27. To facilitate the replacement work, Royalcrest Road will be fully closed between Highway 27 and a point 50 metres east. As a result of the road closure, the existing traffic control signal at the intersection of Royalcrest Road and Highway 27 will be deactivated, and vehicular traffic will be detoured through the intersection of Mars Road and Highway 27, located approximately 400 metres to the south. To ensure safe and efficient right-of-way control along the detour route, the installation of a temporary traffic control signal at Mars Road and Highway 27, along with additional stop sign controls for northbound and southbound approaches at the intersection of Baywood Road and Mars Road, will be required.
Transportation Services is requesting authorization for the following actions:
- Installation of temporary traffic control signals at the intersection of Mars Road and Highway 27;
- Compulsory stop control for northbound and southbound traffic on Baywood Road at Mars Road;
- Prohibit southbound left-turns, northbound right-turns, westbound left-turns, and westbound right-turns at the intersection of Highway 27 and Royalcrest Road, and;
- Prohibit stopping at all times on both sides of Baywood Road, between Royalcrest Road to Mars Road.
The above traffic control measures are required for a period of 12 months from July 1, 2026 to June 30, 2027 to accommodate construction staging operation for the project.
Once the culvert replacement is complete, all temporary measures will be removed and Highway 27, Royalcrest Road, Mars Road, and Baywood Road will be returned to pre-construction traffic and parking regulations.

The Etobicoke Rotary Ribfest has been an annual Canada Day associated event in Etobicoke Centennial Park for several decades. In 2026, the event will be held at the Cloverdale Mall parking lot due to restrictions in the park which overlap with this year’s event. The Etobicoke Rotary Ribfest 2026 is from June 26th from 12:00pm – 10:00pm, June 27th from 12:00 – 10:00pm and June 28th from 12:00pm – 10:00pm at Cloverdale Mall parking lot. I fully endorse the plans to hold this event again, as was done in previous years.
Municipal Code Chapter 693 outlines the requirements for signs being used to advertise charitable, non-profit and community events, and does not permit variance or appeal to the criteria which regulate temporary signage.
The Etobicoke Rotary Ribfest is seeking permission to install temporary signage on City roads to support the event, as it has done in past years.
The approval conditions ensure that there is a proven response procedure to address any signs which have generated a complaint, and ensure all signs are placed, maintained, and removed to the satisfaction of City Staff.

1. Requested the General Manager, Transportation Services, in consultation with Solid Waste Management and Municipal Licensing and Standards, to report back on the following at the May 26, 2026 meeting of Etobicoke York Community Council:
a. The ownership and entity responsible for servicing the Kiss ‘N’ Ride Zone, located on the east side of Royal York Road, north of Bloor Street West;
b. The service standards related to winter maintenance, litter cleanup and removal, pavement conditions and potholes, and parking enforcement, for the laneway and the Kiss ‘N’ Ride Zone, located on the east side of Royal York Road, north of Bloor Street West; and,
c. Any historical data related to traffic counts and utilization for the laneway running east/west, north of Bloor Street West.

The laneway abutting the commercial-residential properties on the north side of Bloor Street, between Royal York Road and Prince Edward Drive, is a key artery in The Kingsway community. It is used by local businesses to receive deliveries and by residents accessing the Green P parking lots that run directly adjacent to it. Many businesses also maintain back doors for customer use, creating regular pedestrian traffic.
In 2007, after a safety audit of Royal York Road, Staff recommended that a Kiss ‘N’ Ride Zone be installed just north of the laneway and south of Royal York Station. The Kiss ’N’ Ride Zone begins at Royal York Road and ends before the parking lot at Willingdon Boulevard.
Residents and local business owners have raised concerns related to the safety and maintenance of both the Kiss ‘N’ Ride Zone and the adjacent laneway. Issues related to illegal parking, snow, litter, and pavement conditions have been shared with 311 and my office.
Given the significant use of the laneway and its importance to The Kingsway community, there needs to be further clarity as to who is responsible for servicing both the Kiss ‘N’ Ride Zone and the laneway, and what the existing service standards are for each.

Announcements
The Chair acknowledged that the Etobicoke York Community Council was meeting on the traditional territory of many nations including the Mississaugas of the Credit, the Anishnabeg, the Chippewa, the Haudenosaunee and the Wendat peoples and is now home to many diverse First Nations, Inuit and Métis peoples. The Chair also acknowledged that Toronto is covered by Treaty 13 with the Mississaugas of the Credit.
Councillor Morley thanked and acknowledged the City's emergency services, who were on the scene of an active fire at the Toronto Humber Yacht Club. The City is constantly reminded of the important work of first responders and emergency services that support the safety and wellness of our city life and property. Councillor Morley expressed gratitude for the quick work of Toronto Fire Services and first responders.
Where the Members of the Etobicoke York Community Council listed in the attendance for this meeting participated remotely, they were counted for quorum as permitted by Section 189(4.2) of the City of Toronto Act, 2006, and City Council's Procedures.
