CALL TO ORDER: 2:14 p.m.

Speaker Nunziata took the Chair and called the Members to order.

Speaker Nunziata proposed that Council dispense with the National Anthem and the moment of silence, Council having observed that this morning.

Speaker Nunziata addressed Council as follows:

I would like to take a moment on behalf of Council to acknowledge the Indigenous Peoples of all the lands that we are on today. We do this to reaffirm our commitment and responsibility in improving relationships between nations and to deepening our own understanding of Indigenous peoples and their cultures. It is a moment to reflect on the importance of this land, which we each call home.

We acknowledge the land we are meeting on is the traditional territory of many nations, including the Mississaugas of the Credit, the Anishnabeg, the Chippewa, the Haudenosaunee and the Wendat peoples and is now home to many diverse First Nations, Inuit and Métis peoples. We also acknowledge that Toronto is covered by Treaty 13 with the Mississaugas of the Credit, and the Williams Treaties signed with multiple Mississaugas and Chippewa bands.

Speaker Nunziata advised Council of the following:

This special meeting of Council has been called for the following purposes:

1. To consider the following new business from the Mayor:

a. C’est What Brewing at the Market By-the-Glass Permit Application to the Alcohol and Gaming Commission of Ontario;

b. Rorschach Brewing Co. By-the-Glass Permit Application to the Alcohol and Gaming Commission of Ontario;

c. Amending Item 2022.NY33.7 - 241 Redpath Avenue - Rental Housing Demolition Application - Final Report;

d. Authorization to Release Section 37/45 Funds for upgrades to Seaton Park; and

e. Team Canada Olympic Spirit(s): Extension of Alcohol Sales and Service Hours During 2026 Milano Cortina Winter Olympics, and

2. To introduce bills.

Members of Council, this is a special meeting. Under Council’s Procedures, no new business items, such as Motions without Notice, may be introduced. This rule cannot be waived.

New Business was presented to City Council for consideration.

There were no declarations of interest.

No petitions were filed during the Routine Matters portion of the meeting.

Various presentations, introductions and announcements were made to City Council on February 4, 2026.

Councillor Morley, during the afternoon session of the meeting, wished Members of Council a happy Black History Month and, as Chair of the Confronting Anti-Black Racism Advisory Committee, gave remarks underscoring the important role the City of Toronto is playing as a leader in the space of confronting anti-Black racism.

Councillor Cheng, during the afternoon session of the meeting, advised Members of Council that on the weekend she had walked with over 100,000 Iranians in solidarity with a community gripped with fear and uncertainty over the situation in Iran. Councillor Cheng acknowledged the painful situation and extended her support to the Toronto Iranian Staff Network.

City Council adopted the February 4, 2026, Order Paper for Meeting 37, and all Items not held, on consent.

City Council on February 4, 2026, adopted the following:

1. City Council advise the Alcohol and Gaming Commission of Ontario of its support of the application from C'est What Brewing at the Market at 91 Front Street East, for a Manufacturer’s Limited Liquor Sales License for sales by the glass.

City Council on February 4, 2026, adopted the following:

1. City Council advise the Alcohol and Gaming Commission of Ontario of its support of the application from Rorschach Brewing Company (Etobicoke) 815 Kipling Ave, Toronto, ON, M8Z 5G8, for a Manufacturer’s Limited Liquor Sales License for sales by the glass.

City Council on February 4, 2026, adopted the following:

1. If the Committee of Adjustment authorizes the minor variances sought through Application A0028/26NY, including a reduction in the required cash contribution, City Council require the Owner to enter into an amending agreement, pursuant to Section 111 of the City of Toronto Act, 2006, to make amendments to the existing Section 111 Agreement registered on title to the lands as Instrument AT6153623, to secure the provision of enhanced tenant assistance, in a manner, content and form satisfactory to the City Solicitor and the Chief Planner and Executive Director, City Planning.

City Council on February 4, 2026, adopted the following:

1. City Council increase the 2026 Operating Budget for Non-Program on a one-time basis by $343,737.02 gross, $0 net, fully funded by Section 37 and 45 community benefits obtained from the following developments to be used by the Bloor-Annex Business Improvement Area for upgrades to Seaton Park (Cost Centre: NP2161):

a. 192A, 194, and 200 Bloor Street West (Source Account: XR3026-3700395) in the amount of  $245,346.80;

b. 10-14 Prince Arthur Avenue (Source Account: XR3026-3701330) in the amount of $12,995.35;

c. 391 Brunswick Avenue (Source Account: XR3028-4500036) in the amount of $62.57;

d. 206 St. George Street (Source Account: XR3028-4500086) in the amount of $332.30; and

e. 316 Bloor Street West (Source Account: XR3026-3701257) in the amount of $85,000. 

2. City Council direct that the $343,737.02 be forwarded to the Bloor-Annex Business Improvement Area upon the signing of an Undertaking by the Bloor-Annex Business Improvement Area that governs the use of the funds and the financial reporting requirements.

City Council on February 4, 2026, adopted the following:

1. City Council authorize the extension of the hours of alcohol sales and service in the City of Toronto to begin at 6:00 a.m. between February 5 and February 22, 2026, to allow the public and local cafes and restaurants to enjoy and benefit from the 2026 Milano Cortina Winter Olympics.

2. City Council authorize the City Solicitor to introduce a by-law substantially as set out in Appendix 1 to the report (February 3, 2026) from Mayor Olivia Chow.

City Council on February 4, 2026, passed By-laws 56-2026 and 57-2026, subject to Section 226.9 of the City of Toronto Act, 2006.
