Introduction and Enactment of General Bills and Bill to Confirm the Proceedings of Community Council will be last items.

The Director, Community Planning, Scarborough District recommends that:

1. City Council amend City of Toronto Zoning By-law 569-2013, as amended, for the lands at 799 Brimley Road substantially in accordance with the draft Zoning By-law Amendment attached as Attachment No. 5 to this report.

2. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendment as may be required.

This report recommends approval of the application to amend the Zoning By-law for the site municipally known as 799 Brimley Road to permit the development of a 24 storey residential building containing 385 residential units. The development is proposed to contain a gross floor area of 28,180 square metres resulting in a floor space index of 5.1 times the area of the lot with one level of underground parking. Access to the underground garage is proposed from a driveway off Brimley Road.

The proposed development is consistent with the Provincial Policy Statement (2024). The proposed development also conforms to the City's Official Plan. It would provide housing options in a tall building, intensifying an underutilized site along Brimley Road.

This report reviews and recommends approval of the application to amend the Zoning By-law which will include a Holding (H) provision. The recommended Holding (H) provision will  ensure that outstanding engineering issues are resolved to the satisfaction of the Chief Engineer and Executive Director of Engineering and Construction Services prior to permitting development on the subject lands.

The Development Review Division confirms that there are no financial implications resulting from the recommendations included in this report in the current budget year or in future years.

The Director, Community Planning, Scarborough recommends that:

1. City Council amend site specific Zoning By-law 1022-2014, for the lands at 1251 Bridletowne Circle substantially in accordance with the draft Zoning By-law Amendment included as Attachment 2 to this report.

2. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendment as may be required.

3. City Council authorize City officials to take such action as is necessary to implement the recommendations above, including execution of necessary agreements as required.

This report recommends City Council approve a City-initiated Zoning By-law Amendment which revises the Former City of Scarborough Zoning By-law 12466 (L’Amoreaux Community), as amended by Site Specific Zoning By-law 1022-2014, to re-allocate unspent Section 37 funds secured through the approval of the townhouse development at 1152 Bridletowne Circle.

The development permitted by By-law 1022-2014 is fully constructed and occupied. The proposed amendment would allow the re-allocation of $250,000 secured through a Section 37 Agreement by the applicable site-specific zoning. The funds were intended to go towards the construction of the 1.5 metre pedestrian walkway between Timberbank Boulevard and the existing bridge over the channelized watercourse (Highland Creek - Bendale Branch). If approved, the recommended Zoning By-law Amendment would permit the funds to be applied towards general park improvements within proximity of the subject lands. No new development permissions are contemplated on the subject lands through the proposed the amendment.

The Development Review Division confirms that there are no financial implications resulting from the recommendations included in this Report in the current budget year or in future years.

The Director, Community Planning, Scarborough District recommends that:

1. City Council enact a Part Lot Control Exemption By-law for the lands municipally known as 1555 Midland Avenue substantially in accordance with the draft Part Lot Control Exemption By-law included as Attachment 9, and as generally illustrated on the Part Lot Control Exemption Plans on Attachments 2 through 8, to be prepared to the satisfaction of the City Solicitor and to expire two (2) years following enactment by City Council.

2. City Council require the Owner to provide proof of payment of all current property taxes for the subject lands to the satisfaction of the City Solicitor, prior to the enactment of the Part Lot Control Exemption By-law.

3. City Council authorize and direct the City Solicitor to register the Part Lot Control Exemption By-law on Title.

4. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Part Lot Control Exemption By-law as may be required.

This Report recommends approval of the application to exempt the lands at 1555 Midland Avenue from the Part Lot Control provisions of the Planning Act. The application seeks to renew the existing Part Lot Control Exemption By-law 705-2023, set to expire in July 2025, for the remaining 30 units in Townhouse Blocks 12, 17, 22 and 23 on Registered Plan 66M-2579 which have yet to be sold. No changes are proposed to the initial Part Lot Control Application (2023 120780 ESC 21 PL) which was approved in July 2023 to facilitate the creation of 8 residential semi-detached lots and 95 townhouse parcels along with maintenance easements for a total of 103 conveyable parts.

This Part Lot Control Exemption Application is appropriate for the orderly development of these lands. The proposal is consistent with the Provincial Policy Statement (2024) and  complies with the Official Plan and Zoning By-law, The lifting of the Part Lot Control for a period of two years is considered appropriate for the orderly development of the lands.

The Development Review Division confirms that there are no financial implications resulting from the recommendations included in this Report in the current budget year or in future years.

The Acting Director of Urban Forestry, Environment, Climate and Forestry recommends that:

1. Scarborough Community Council to deny the request for a permit to remove one privately owned tree located at 27 Lyncroft Drive.

This report requests that Scarborough Community Council deny the request for a permit to remove one privately owned tree located at 27 Lyncroft Drive. The applicant indicates the reason for requesting the removal of the tree is because of its declining condition and potential to become a hazard and damage the property.

The Scots pine tree (Pinus sylvestris) measures 33 cm in diameter. The City's Tree By-laws do not support the removal of this tree as it is healthy and maintainable. The permit was denied, and the applicant is appealing the decision. Community Council has delegated authority from City Council to make a final decision as to whether a permit may be issued when an applicant appeals the City's decision to deny a tree permit.

There are no financial implications resulting from the adoption of this report.

The Acting Director of Urban Forestry, Environment, Climate and Forestry recommends that:

1. Scarborough Community Council deny the request for a permit to remove one privately owned tree located at 49 Bellamy Road South. 

This report requests that Scarborough Community Council deny the request for a permit to remove one privately owned tree located at 49 Bellamy Road South. The applicant indicates the reason for requesting removal of the tree is to address concerns over large falling branches that may result in property damage.

The black walnut tree (Juglans nigra) measures 78.5 centimetre in diameter. The City's Tree By-laws do not support the removal of this tree as it is healthy and maintainable. The permit was denied, and the applicant is appealing the decision. Community Council has delegated authority from City Council to make a final decision as to whether a permit may be issued when an applicant appeals the City's decision to deny a tree permit.

There are no financial implications resulting from the adoption of this report.

The Director, Traffic Management, Transportation Services recommends that:

1. Scarborough Community Council authorize the installation of speed humps on Beran Drive, between Kollar Drive and Confederation Drive.

2. Scarborough Community Council direct the City Solicitor to prepare a by-law to alter the roadway for the installation of four speed humps on Beran Drive, between Kollar Drive and Confederation Drive, generally as shown on Attachment 2, Drawing TC-488, dated April 2025, attached to the report entitled "Traffic Calming (Speed Humps) - Beran Drive" from the Director, Traffic Management, Transportation Services.  

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision.

Transportation Services is recommending the installation of speed humps on Beran Drive, between Kollar Drive and Confederation Drive.  Staff's assessment indicates the criteria as set out in the updated Traffic Calming Policy has been satisfied.  Therefore, speed humps should be installed on Beran Drive.

The estimated cost for installing four speed humps on Beran Drive is $16,000.00.  Funding is subject to availability and competing priorities within the Transportation Services 2025 Capital Budget.

The Director, Traffic Management, Transportation Services recommends that:

1. Scarborough Community Council authorize the installation of speed humps on Colonel Danforth Trail, between Lawson Road and the southeast end of Colonel Danforth Trail.

2. Scarborough Community Council direct the City Solicitor to prepare a by-law to alter the roadway for the installation of 17 speed humps on Colonel Danforth Trail, between Lawson Road and the southeast end of Colonel Danforth Trail, generally as shown on Attachments 2, 3, and 4, Drawings TC-477, TC-478, and TC-479, dated April 2025, attached to the report entitled "Traffic Calming (Speed Humps) - Colonel Danforth Trail" from the Director, Traffic Management, Transportation Services.  

3. Subject to approval of Recommendations 1 and 2 above, Scarborough Community Council reduce the speed limit from 40 km/h to 30 km/h on Colonel Danforth Trail, between Lawson Road and the southeast end of Colonel Danforth Trail, in conjunction with the installation of speed humps.

Transportation Services is recommending the installation of speed humps on Colonel Danforth Trail, between Lawson Road and the southeast end of Colonel Danforth Trail. Staff's assessment indicates the criteria as set out in the updated Traffic Calming Policy has been satisfied. Therefore, speed humps should be installed on Colonel Danforth Trail.

The estimated cost for installing 17 speed humps on Colonel Danforth Trail is $68,000.00. Funding is subject to availability and competing priorities within the Transportation Services 2025 Capital Budget.

The Director, Traffic Management, Transportation Services recommends that:

1. Scarborough Community Council authorize the installation of speed humps on Confederation Drive, between Greencrest Circuit and Scarborough Golf Club Road.

2. Scarborough Community Council direct the City Solicitor to prepare a by-law to alter the roadway for the installation of 13 speed humps on Confederation Drive, between Greencrest Circuit and Scarborough Golf Club Road, generally as shown on Attachments 3, 4,and 5, Drawings TC-484, TC-485, and TC-486, dated April 2025, attached to the report entitled "Traffic Calming (Speed Humps) - Confederation Drive" from the Director, Traffic Management, Transportation Services.  

3. Subject to approval of Recommendations 1 and 2 above, Scarborough Community Council reduce the speed limit from 40 km/h to 30 km/h on Confederation Drive, between Greencrest Circuit and Scarborough Golf Club Road, in conjunction with the installation of speed humps.

4. Subject to approval of Recommendation 3 above, Scarborough Community Council authorize the amendment of Schedule XLV (Part 1) to City of Toronto Municipal Code Chapter 950, Traffic and Parking, to remove Confederation Drive between Greencrest Circuit and Scarborough Golf Club Road, from being excluded from the Designated Area such that this portion of highway will then be included within the corresponding designated area in Column 1 in Schedule XLV (Part 1).

Transportation Services is recommending the installation of speed humps on Confederation Drive, between Greencrest Circuit and Scarborough Golf Club Road. Staff's assessment indicates the criteria as set out in the updated Traffic Calming Policy has been satisfied. Therefore, speed humps should be installed on Confederation Drive.

The estimated cost for installing 13 speed humps on Confederation Drive is $52,000.00. Funding is subject to availability and competing priorities within the Transportation Services 2025 Capital Budget.

The Director, Traffic Management, Transportation Services recommends that:

1. Scarborough Community Council authorize the installation of speed humps on Holmfirth Terrace, between Greencrest Circuit and Scarborough Golf Club Road.

2. Scarborough Community Council direct the City Solicitor to prepare a by-law to alter the roadway for the installation of nine speed humps on Holmfirth Terrace, between Greencrest Circuit and Scarborough Golf Club Road, generally as shown on Attachments 2 and 3, Drawing TC-489 and TC-490, dated April 2025, attached to the report entitled "Traffic Calming (Speed Humps) - Holmfirth Terrace" from the Director, Traffic Management, Transportation Services.

Transportation Services is recommending the installation of speed humps on Holmfirth Terrace, between Greencrest Circuit and Scarborough Golf Club Road. Staff's assessment indicates the criteria as set out in the updated Traffic Calming Policy has been satisfied. Therefore, speed humps should be installed on Holmfirth Terrace.

The estimated cost for installing nine speed humps on Holmfirth Terrace is $36,000.00. Funding is subject to availability and competing priorities within the Transportation Services 2025 Capital Budget.

The Director, Traffic Management, Transportation Services recommends that:

1. Scarborough Community Council authorize the installation of speed humps on Huntsmill Boulevard, between Bamburgh Circle and Arnall Avenue.

2. Scarborough Community Council direct the City Solicitor to prepare a by-law to alter the roadway for the installation of 14 speed humps on Huntsmill Boulevard, between Bamburgh Circle and Arnall Avenue, generally as shown on Attachments 2, 3, and 4, Drawings TC-480, TC-481, and TC-482, dated April 2025, attached to the report entitled "Traffic Calming (Speed Humps) - Huntsmill Boulevard" from the Director, Traffic Management, Transportation Services.

3. Subject to approval of Recommendations 1 and 2 above, Scarborough Community Council reduce the speed limit from 40 km/h to 30 km/h on Huntsmill Boulevard, between Bamburgh Circle and Arnall Avenue, in conjunction with the installation of speed humps.

2. Transportation Services is recommending the installation of speed humps on Ranstone Gardens, between Birchmount Road and Kennedy Road. Staff's assessment indicates the criteria as set out in the updated Traffic Calming Policy has been satisfied. Therefore, speed humps should be installed on Ranstone Gardens.

The estimated cost for installing 11 speed humps on Ranstone Gardens is $ 44,000.00. Funding is subject to availability and competing priorities within the Transportation Services 2025 Capital Budget.

The Director, Traffic Management, Transportation Services recommends that:

1. Scarborough Community Council authorize the installation of speed humps on Stevenwood Road, between Confederation Drive and Markham Road.

2. Scarborough Community Council direct the City Solicitor to prepare a by-law to alter the roadway for the installation of five speed humps on Stevenwood Road, between Confederation Drive and Markham Road, generally as shown on Attachment 2, Drawing TC-491, dated April 2025, attached to the report entitled "Traffic Calming (Speed Humps) - Stevenwood Road" from the Director, Traffic Management, Transportation Services.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision.

Transportation Services is recommending the installation of speed humps on Stevenwood Road, between Confederation Drive and Markham Road. Staff's assessment indicates the criteria as set out in the updated Traffic Calming Policy has been satisfied. Therefore, speed humps should be installed on Stevenwood Road.

The estimated cost for installing five speed humps on Stevenwood Road is $20,000.00. Funding is subject to availability and competing priorities within the Transportation Services 2025 Capital Budget.

The Director, Traffic Management, Transportation Services recommends that:

1. Scarborough Community Council rescind the existing parking prohibition in effect at all times on the west side of Brockley Drive, between North end of Brockley Drive and Treewood Street.

2. Scarborough Community Council prohibit parking at all times on both sides of Brockley Drive, between Treewood Street and Akil Thomas Gardens.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision.

Transportation Services is recommending prohibiting parking on the east side of Brockley Drive, between Treewood Street and Akil Thomas Gardens.  The recent extension of Brockley Drive has resulted in increases of traffic on this street, exacerbating congestion during school hours.  In addition, the existing parking has been identified as a safety concern for pedestrians crossing near David and Mary Thomson Collegiate Institute.  The proposed changes will assist in ensuring safer traffic flow and improve drivers' visibility of the pedestrians crossing Brockley Drive.

The signage costs associated with the proposed amendments are approximately $350.00.  Funding is available within the Transportation Services 2025 Operating Budget.

The Fire Chief and General Manager, Toronto Fire Services, recommends that:  

1. Scarborough Community Council designate that part or those parts of the private road or roads shown on the site plans filed with the Fire Chief in respect of the municipal addresses set out below, as fire routes pursuant to Municipal Code Chapter 880 - Fire Routes – 361A Old Finch Avenue, 2000 Meadowvale Road.

2. Scarborough Community Council authorize the Fire Chief and City Solicitor to take the appropriate action to make a designated Fire Route.

To obtain Scarborough Community Council approval for the amendment of the Fire Route By-law to designate certain locations as fire routes within the meaning of City of Toronto Municipal Code Chapter 880, as amended.

Fire Services uses designated fire routes as a key mechanism in regulating fire prevention, including the prevention of spreading of fires and the delivery of fire protection services.

There are no financial implications associated with this report.

Councillor Jamaal Myers recommends that:

1. Scarborough Community Council authorize the installation of traffic calming (speed humps) on Brimwood Boulevard, between Brimley Road and Sandhurst Circle.

2. Scarborough Community Council direct the City Solicitor to prepare a by-law to alter the roadway to install eleven speed humps on Brimwood Boulevard, between Brimley Road and Sandhurst Circle, generally as shown on the attached Drawings Nos. TC-492, TC-493 and TC-494, dated April 2025 from the Director, Traffic Management, Transportation Services. 

3. Subject to approval of Recommendations 1 and 2 above, Scarborough Community Council reduce the speed limit from 40 km/h to 30 km/h on Brimwood Boulevard, between Brimley Road and Sandhurst Circle, in conjunction with the installation of speed humps.

4. Subject to approval of Recommendation 3 above, Scarborough Community Council authorize the amendment of Schedule XLV (Part 1) to City of Toronto Municipal Code Chapter 950, Traffic and Parking, to remove Brimwood Boulevard between Sandhurst Circle and Brimley Road, from being excluded from the Designated Area such that this portion of highway will then be included within the corresponding designated area in Column 1 in Schedule XLV (Part 1).

This letter is a follow-up to Item SC21.18, “Brimwood Boulevard Traffic Calming” as staff have completed the necessary drawings for the installation of speed humps on Brimwood Boulevard between Brimley Road and Sandhurst Circle. Both items are in response to the tragic death of Christina Huang, a Grade 9 student at Albert Campbell Collegiate Institute, who was struck by a car on Brimwood Boulevard on March 26, 2025. The recommendations to install speed humps is another step towards the introduction of additional traffic calming measures in an area that has three schools and has a need for increased traffic safety.
