Speaker Nunziata took the Chair and called the Members to order.

 

The meeting opened with O Canada.

 

Members of Council observed a moment of silence for personal reflection.

 

Speaker Nunziata addressed Council as follows:

 

I would like to take a moment on behalf of Council to acknowledge the Indigenous Peoples of all the lands that we are on today. We do this to reaffirm our commitment and responsibility in improving relationships between nations and to deepening our own understanding of Indigenous peoples and their cultures. It is a moment to reflect on the importance of this land, which we each call home.

 

We acknowledge the land we are meeting on is the traditional territory of many nations, including the Mississaugas of the Credit, the Anishnabeg, the Chippewa, the Haudenosaunee and the Wendat peoples and is now home to many diverse First Nations, Inuit and Métis peoples. We also acknowledge that Toronto is covered by Treaty 13 with the Mississaugas of the Credit, and the Williams Treaties signed with multiple Mississaugas and Chippewa bands.

CC25.1 - Results of Collective Bargaining Negotiations between the City of Toronto and Toronto Civic Employees Union Local 416

City Council Decision

City Council on December 20, 2024, adopted the following:

 

1. City Council ratify and approve the Memorandum of Settlement between the City of Toronto and the Toronto and Toronto Civic Employees Union Local 416 - Main Unit, in Confidential Attachment 3 to the report (December 19, 2024) from the City Manager and the Chief People Officer.

 

2. City Council request the Mayor to include the necessary adjustments to the 2025 Non-Program Expenditure Budget and Operating Budgets of the Divisions to reflect provisions of the Memorandum of Settlement - Main Unit.

 

3. City Council authorize staff to make the necessary amendments to rates of pay, benefits and other issues identified as agreed changes in the new Memorandum of Settlement - Main Unit.

 

4. City Council direct that Confidential Attachments 1 and 2 to the report (December 19, 2024) from the City Manager and the Chief People Officer remain confidential in their entirety as they relate to labour relations or employee negotiations.

 

5. City Council direct that Confidential Attachments 3 and 4 to the report (December 19, 2024) from the City Manager and the Chief People Officer remain confidential at this time, as they relate to labour relations or employee negotiations.

 

6. City Council authorize the public release of the confidential labour relations information in Confidential Attachments 3 and 4 to the report (December 19, 2024) from the City Manager and the Chief People Officer, following ratification by Council, and the creation of a final collective agreement, and the completion of all related proceedings, as confirmed by the Chief People Officer.

 

Confidential Attachments 1 and 2 to the report (December 19, 2024) from the City Manager and the Chief People Officer remain confidential in their entirety in accordance with the provisions of the City of Toronto Act, 2006, as they relate to labour relations or employee negotiations.

 

Confidential Attachments 3 and 4 to the report (December 19, 2024) from the City Manager and the Chief People Officer remain confidential at this time in accordance with the provisions of the City of Toronto Act, 2006, as they relate to labour relations or employee negotiations.

 

Confidential Attachments 3 and 4 to the report (December 19, 2024) from the City Manager and the Chief People Officer will be made public following ratification by City Council, and the creation of a final collective agreement, and the completion of all related proceedings, as confirmed by the Chief People Officer.
