Summary

The chairs and vice-chairs of the community councils are elected by the Members of the community councils for each half of the Council term under s. 27-132 of the Council Procedures. The term of the current chairs and vice chairs expires on December 31, 2016, and elections are required for the term January 1, 2017 to November 30, 2018. 

 

All Members, including the incumbents, are eligible for election with one exception: a community council chair cannot also serve as the Speaker of City Council.

North York Community Council:

 

1. Granted the appeal and approved front yard parking at 45 Cranbrooke Avenue on the following conditions:

 

a.  the applicant will maintain the front yard parking pad and landscaping features substantially in accordance with the plan shown at Attachment A to the report (December 19, 2016) from the Interim City Solicitor and the Manager, Right of Way Management, Transportation Services;

 

b.  the applicant will disconnect any downspouts, if feasible, or seek an exemption from Toronto Water in accordance with the requirements in Chapter 681-11(S);

 

c.  the applicant will pay all applicable fees set out in the City of Toronto Municipal Code Chapter 918, Parking on Residential Front Yards and Boulevards;

 

d.  the applicant will comply with all other criteria set out in the City of Toronto Municipal Code Chapter 918; and

 

e.  the applicant will pay all fees associated with ramping to the parking pad, including any temporary ramping and a permanent curb cut.

Sidewalks are a critical piece of transportation infrastructure which provide accessibility and safety for all, including our most vulnerable road users. Vulnerable road users, including school children and seniors, were identified as a specific target in the City's recently adopted Road Safety Plan which seeks to improve the safety of Toronto's roads. Failure to add a missing sidewalk with new construction also exposes the City to additional risk in the event there is a complaint about a lack of accessible service or there is a future collision.

 

The City is reconstructing Sandringham Drive in 2017. This presents a once-in-a-lifetime opportunity to add a missing sidewalk and meet the City's road classification standard policy which recommends a sidewalk on at least one side of all local roads. Road reconstruction is the most cost-effective and efficient approach to add missing sidewalks, and also offers the greatest design and construction flexibility to address local concerns. Following two community meetings with Sandringham Drive residents, City staff have revised the design to further narrow the roadbed to slow down vehicles, realign the road to minimize impacts to properties, and ensured that there will be no impacts to trees or front yards because the new road and sidewalk fits completely within the existing footprint of the road. This report recommends that Sandringham Drive be reconstructed with a sidewalk based upon the revised design.

Summary

This application proposes the redevelopment of the existing 3.46 hectare (8.8 acre) site at the southeast corner of Eglinton Avenue East and Laird Drive.  The proposal consists of a total gross floor area of approximately 132,941 square metres, including 16,132 square metres of retail, 116,107 square metres of residential uses (1,435 dwelling units), a new public park (0.34 ha), privately-owned publicly accessible space (POPS 1,687 square metres), community space (701 square metres) and a network of public and private streets.  The proposal includes 7 buildings with heights of 6, 8, 9 and 12 storeys along Laird Drive and Eglinton Avenue East and a 26 storey and two 34-storey buildings towards the southeast portion of the site.  The overall floor space index proposed for this project is 3.7 times the area of the lot.

 

The proposal will be reviewed in conjunction with the Laird in Focus planning study currently underway.  The Study is a comprehensive review of the anticipated growth around the Laird Drive and Eglinton Avenue East area and builds on the work of Eglinton Connects.  The Study will result in a new planning framework to guide future development for this area.

 

This report provides preliminary information on the above-noted application and seeks Community Council's directions on further processing of the application and on the community consultation process.

Summary

This application proposes an amendment to the Official Plan and the Sheppard East Subway Corridor Secondary Plan as well as an amendment to the site specific zoning by-law that applies to the lands to permit an increase in the overall residential gross floor area from 377,431 to 413,616 square metres, an increase in the overall number of dwelling units from 4,344 to 4,749 units and an increase in non-residential gross floor area from 4,000 to 5,370 square metres. The proposed increase in residential gross floor area (36,185 square metres), non-residential gross floor area (1,370 square metres) and dwelling units (405) would be accommodated on the Block C lands fronting Don Mills Road, Helen Lu Road and Forest Manor Road. The overall increase in gross floor area results in a density of 4.1 times area of the blocks on the Mixed Use Areas lands (Blocks A, B, C and D) whereas 3.5 times is permitted. No amendments are proposed to the approved building heights and built form.

The proposed development does not provide an appropriate transition to the adjacent Neighbourhood, is out of character with this section of Sheppard Avenue East and is not consistent with the Official Plan and implementing guidelines. Summary

This application at 245-255 Sheppard Avenue West and 250-258 Bogert Avenue proposes a mixed-use building with an eleven-storey mixed-use portion with ninety-eight units fronting onto Sheppard Avenue West and an attached three-storey townhouse form fronting onto Bogert Avenue. The proposal would have an overall Floor Space Index of 3.78.

 

This report reviews and recommends refusal of the application to amend the Official Plan and Zoning By-law for a number of reasons, including that the proposal seeks to introduce an inappropriate building form into the neighbourhood, is not in keeping with the existing and planned context and does not provide appropriate transition to the adjacent Neighbourhood. The proposal does not constitute good planning.

 

In the event that the applicant appeals a refusal by Council to the Ontario Municipal Board, this report also recommends that the City Solicitor and appropriate City staff be authorized to attend any Ontario Municipal Board hearing in opposition to the proposal.

The proposed building type, built form and zoning provisions are not in keeping with the character of the neighbourhood, or the policies of the Official Plan.  The proposal would undermine the stable character of the neighbourhood, and would create a precedent for similar flanking properties along York Mills Road.  Staff are recommending that the application be refused.

Cars are trying to squeeze into the parking zone leading to driveways getting blocked.

 

Therefore, I am requesting to implement a 'No Stopping' sign anytime on the north side of Leacrest Road between Rolph Road and a point 32 metres east. This will also clarify the no parking zone where the fire hydrant is.

 

Transportation Services has been consulted and they did not raise any concerns with the proposed prohibition of stopping in this section.

This motion is about a matter for which Community Council has delegated authority from City Council to make a final decision, provided that it is not amended so that it varies with City policy or by-laws.

 

The Principal of Ancaster Public School has requested that a student pickup and drop off zone be implemented along the north side of Katherine Road. The Principal cited student safety concerns as the primary reason for implementing these new parking prohibitions. After consulting with Toronto Parking Enforcement, Transportation Services Division and Ancaster Public School, the community was surveyed to determine support for the proposed changes. Over a two week period, residents informed my office of their preference, and the majority of respondents voiced their support for the recommended changes.

Summary

A number of residents on St. Leonard's Avenue have brought to my attention their concerns regarding speeding on their street between Bayview Avenue and Mount Pleasant Road, and are requesting that the speed limit be lowered to 30 km/h. Last summer, North York Community Council supported my motion to reduce the speed limit on the west portion of St. Leonard's, between Mount Pleasant Road and Yonge Street, from 40 km/h to 30km/h.

 

In this neighbourhood, St. Leonard's Avenue is the only street between Lawrence Avenue East and Blythwood Road that directly connects Bayview Avenue to Mount Pleasant Road. For this reason, St. Leonard's Avenue is heavily used, often times at speeds well above the speed limit. 

 

Due to the high levels of traffic infiltration on this street, the community has requested that the speed limit on this street be reduced to 30km/h.

The North York Community Council, at its meeting on April 5, 2016, adopted the report from Transportation Services titled "Construction Staging Area – 25 Malcolm Road" (NY13.26), and in so doing, approved partial closure of Malcolm Road, from a point 66 metres west of Millwood Road to Randolph Road. This motion proposes the temporary closure of the full width of Malcolm Road, in order to meet concerns raised by local residents as it relates to public safety. This temporary closure will maintain access for emergency vehicles to Malcolm Road.

 

Skygrid Construction Incorporated, is the developer of an eight storey condominium at 25 Malcolm Road, with two and half levels of below-grade parking. Currently there is an approved partial road closure for a staging area at this location.

 

Area residents have brought forth concerns relating to the increased heavy truck traffic from this development site and infiltration of passenger vehicles through the residential street.

Residents have requested the road be closed to prevent heavy truck traffic from using Malcolm Road.
