The Nominating Panel - Committee of Adjustment recommends that:
1. City Council appoint the following candidates to the Committee of Adjustment for a term of office ending November 14, 2026, and until successors are appointed, as follows:
North York Panel:
Carl Knipfel
Toronto and East York Panel:
Ryan Bissonnette
2. City Council appoint the following candidate to the Committee of Adjustment - Scarborough Panel to fill a vacancy created by the leave of absence, for a term of office until the end of a leave, including up to the end of the term, November 14, 2026, and until a successor is appointed:

1. Directed that Confidential Attachments 1a, 1b, and 2 to 5 to the report (June 28, 2024) from the City Clerk remain confidential in their entirety as they relate to personal matters about identifiable individuals being considered for appointment to the Committee of Adjustment.

Ryan Bissonnette
With a degree in History and Political Science and certificates in Communications and Public Relations and Alternative Dispute Resolution, Ryan boasts a rich variety expertise. Over two decades, he has navigated the realms of public policy, contributing significantly to diverse sectors, including legislative, transportation, gaming, and healthcare. Ryan’s proficiency is further evidenced by his strategic involvement in major infrastructure projects.
Eric Hou
Eric Hou holds a Juris Doctor degree and is currently employed as a provincial lawyer at the Ontario Ministry of Transportation. Eric's legal practice spans across real estate law, corporate commercial and transportation law and he has extensive experience in provincial highway and transit corridor planning and permitting processes. As a lifelong resident of Toronto, Eric is deeply passionate in serving the local communities in meaningful ways.
Carl Knipfel
Carl is an experienced professional architect/planner with extensive urban design, planning and business experience. He has focused on municipal urban design and city building and has authored urban design guidelines, official plan design policies and worked to improve the economic sustainability of many Ontario municipalities through design interventions.
