Provincial Offences Act fines

Provincial offences are minor (non-criminal) offences that include but are not limited to:

  • speeding, careless driving, or not wearing your seat belt - Highway Traffic Act
  • failing to surrender your insurance card or possessing a false or invalid insurance card - Compulsory Automobile Insurance Act
  • being intoxicated in a public place or selling alcohol to a minor - Liquor Licence Act
  • entering prohibited premises or failing to leave premises after being directed to do so - Trespass to Property Act
  • Occupational Health and Safety and Ministry of Environment violations
  • noise, taxi and animal care bylaws - City bylaws

What is the victim fine surcharge?
A victim fine surcharge is applied to provincial and federal fines and is credited to a special fund to assist victims of crime. It is usually 15 per cent of the imposed fine. For example, a $100 fine would result in a $15 surcharge.

What happens if I don't pay my fine in full?
Failure to pay your fine in full could result in a conviction being entered against you. Upon conviction you will be required to pay the set fine including court costs and the applicable victim fine surcharge by the due date. Failure to pay the fine imposed upon conviction by the due date will result in one or more of the following :

  • Refusal by the Ontario Ministry of Transportation to issue validation of your vehicle permit
  • Refusal by the Ontario Ministry of Transportation to issue a vehicle permit
  • Driver's license suspension
  • An additional administrative fee
  • The defaulted fine information is provided to a credit bureau.

How do I know if my POA fine can be paid on this site?
Fines payable on this site are payable to Toronto Court Services. If you are not sure if the fine you would like to pay online was issued in Toronto, you can check the four digit number in the upper left corner of the yellow ticket you received. If one of the following numbers -- 4860, 4862, 4863 or 4866 - is there then you can pay the fine on this site.

If you are paying a Notice of Fine and Due Date, Notice of Collection Action, Automated Speed Enforcement Offence Notice, or Red Light Camera Offence Notice and the first four digits of the offence number are 4860, 4862, 4863 or 4866 then you can pay the fine on this site.

Can I pay defaulted POA fines online?
Yes, defaulted POA fines - fines that are past their due date - can be paid online.

What forms of payment can be used online?
Forms of payment that can be used for online payments are: valid VISA, MasterCard, and American Express.

There is no connection to online banking. Debit cards cannot be used for payment.

What kind of browser do I need?
A 128-bit data encryption is required for online payment of POA fines. If you do not have this you may be asked to download and install the latest version on your browser.

What measures has the City of Toronto taken to ensure the safety of my personal information?
The City of Toronto is committed to protecting the privacy of any personal information you may provide when visiting its Web site. Part of that commitment is to explain what information may be collected and why, how it will be used and who may have access to it. For security purposes, only the first and last four digits of your credit card are printed on your confirmation note.

How long does it take to pay a POA fine online?
It only takes a matter of minutes to pay online. To simplify the process have your credit card and offence number ready. Note: You will need to agree to the terms of use in order pay your POA fine online.

If while you are paying online there is no activity for more than two minutes your session will automatically end. You will need to start over.

How do I get a confirmation of payment?
Once you have completed the payment process online, you will be able to print a confirmation or you can record your confirmation number.

It is recommended that you print the confirmation form and retain it for your records.

What should I do if I enter incorrect information?
If you have entered incorrect information and have completed the transaction you should contact the Toronto Court Services call centre at 416-338-7320, Monday to Friday, 8:30 a.m. to 5:00 p.m. as soon as possible. Please have both the correct and incorrect information available.

How many days does it take to process online transactions?
It may take up to three (3) business days to process your payment and update the court record and five (5) business days to update Ministry of Transportation records. If your driver’s license is suspended or your vehicle plate renewal has been denied, there will be a delay (i.e. a minimum of five business days) in removing these restrictions. Contact your local Ministry of Transportation Office to reinstate your driver’s license.

Please allow sufficient time to pay your fine.

What are the hours of operation for online payments?
You can pay your POA fines online any time of the day or night, however, support service will be available Monday to Friday, 8:30 a.m. to 4:30 p.m.

Who can I contact if I am encountering difficulties paying my fine online?
If you are encountering difficulties:

  • Check that you have agreed to the Terms of Use. If you haven't agreed to the Terms of Use you will not be able to pay your fine online.
  • Check that you have a compatible browser
  • Click on Refresh and try to connect again
  • Check with your Internet Service Provider to ensure that you are able to connect to the Internet

My driver's licence was suspended and I have paid my POA fine online. What else do I need to do?
To reinstate your driver's licence you must contact your local Ministry of Transportation office. It may cost up to $150, payable to the Ministry of Transportation.
